Chaplains International, Inc. is a non-profit organization that serves as a fellowship and licensing body for chaplains and pastors, equipping them with the necessary training and certification to offer spiritual support to individuals in diverse settings.[1] The organization's main objective is to empower and educate chaplains to provide spiritual care to those in need, irrespective of their religious affiliations or backgrounds. History
The organization was founded in 2006 by Dale A. Scadron, an institutional chaplain with over 30 years of experience in the Kern County Sheriff Detentions Bureau, Los Angeles Police Department, Glendale Police Department, and Taft Federal Correctional Facility.[3]
The organization was founded in response to the growing need for chaplaincy services in various settings, including the military, hospitals, prisons, and schools. Scadron recognized that there was a shortage of certified and trained chaplains who could provide effective spiritual care in these settings, and he sought to address this need by establishing a licensing, training, and certification institution for chaplains.
Becoming a credentialed chaplain with Chaplain International, Inc. confirms one’s qualifications and credibility to serve individuals who require spiritual counseling. Chaplains International, Inc. credentials are provided to those with documented ministerial experience, and those who lack experience are considered for the position of chaplain assistant for the first two years. When a chaplain joins the organization, they become CI chaplains and can begin CI ministries in local institutions, hospitals, EMSs, and law enforcement, or they can serve independently using CI as their credentialing body.
Over the years, Chaplains International, Inc. has grown to become one of the leading organizations in the field of chaplaincy.[4] The organization has trained and certified thousands of chaplains who are now serving in a wide range of settings around the world.
Education & Training
Chaplains International, Inc. has also established Chaplains College of Graduate Studies, a CI-approved training institute offering bachelor’s, master's, and Ph.D. degrees in chaplaincy, theology, and clinical and Christian counseling.
The organization also provides continuing education opportunities to chaplains through the Chaplaincy Training Institute. This program includes a 30-hour certification course that helps new and experienced chaplains alike enhance their skills as Christian counselors. Many of them undergo training in crisis intervention, domestic violence resolution, suicide prevention, sex trafficking restoration and integration, administering death notifications, and stress management to provide the best possible spiritual care to people in need.
Moreover, CI chaplains have the advantage of accessing a plethora of resources, such as research materials, educational tools, and other forms of support, which can significantly enhance their role. By working together with other chaplains and professionals in the field, they can acquire additional knowledge and experience and benefit from unique professional development opportunities.

Notable Chaplain
Rev. Dr. Thomas Luke, is a notable Christian crisis response chaplain ordained by Chaplain’s International, Inc. He is an American transformational theology scholar, professor of transformational theology emeritus (2003-2023), Nobel Peace Prize Nominee 2025, theologian, researcher award-winning Christian academic author, anti-child sex trafficking activist, certified spiritual integration counselor, certified crisis response and trauma counselor, ordained Christian crisis response chaplain, talk show host, TV producer, and founding father of transformational theology.
Transformational Theology is a profound counseling system his mentors taught him; spiritual integration counseling, also known as "soul surgery," is a central tenet of transformational theology that facilitates recovery from and integration of traumatic experiences. Luke has dedicated his career to serving survivors affected by trauma as an ordained Christian crisis response chaplain. As an advocate for the abolition of human sex trafficking, he is ardently committed to defending the rights of women and children.
As a Christian crisis response chaplain, Rev. Dr. Thomas Luke was educated and trained to provide compassionate spiritual care to survivors of mass shootings, terrorist attacks, catastrophic disasters, and other high-trauma tragedies that can lead to post-traumatic stress disorder. He utilizes the profound counseling system his mentors taught him; spiritual integration counseling, also known as "soul surgery," is a central tenet of transformational theology that facilitates recovery from and integration of traumatic experiences. As his specialty, he counsels the traumatized by taking the spiritual approach to integrating survivors of sexual exploitation diagnosed with dissociative identity disorder.
Professor Thomas Luke has 20 years of combined research on Cambodia's child sex trafficking epidemic. His research includes the spiritual approach to integrating survivors of sexual exploitation diagnosed with dissociative identity disorder; he wrote about this approach in his Ph.D. dissertation textbook, Transformational Theology, which earned him seven Christian textbook awards.
Luke was granted three additional awards for making "The President’s Honor Roll" for maintaining a 4.0 GPA and graduated valedictorian of his 2023 class with a summa cum laude distinction at Chaplains College School of Graduate Studies.[5] Wikitia listed Thomas Luke, Ph.D., as their Top 30 Influential Christian Scholars in 2023 and World’s Top 30 Education Professionals for 2023.
