Dr. Steven Victor is an American dermatologist, regenerative medicine, and stem therapy expert who is known for his contributions to aesthetic dermatology.[1] He is board-certified in regenerative medicine and stem cell therapy. He is the founder and medical director of Victor Regenerative Medicine Center in New York City and Dubai. His practice is particularly noted for pioneering techniques such as LaserSculpt™ and the development of scientific skincare products based on his proprietary Bio-Fusion™ technology.[2][3]
With over 45 years in the field, Dr. Victor specializes in advanced treatments for skin rejuvenation, stem cell therapy, and other aesthetic procedures. He has been recognized as one of New York City's top doctors by Castle Connolly and New York Magazine and has received the Award of Excellence from the Consumers Research Council of America.[4]
Dr. Victor is also an active member of several professional organizations, including the American Society of Dermatologic Surgery and the American Academy of Cosmetic Surgery. In addition to his clinical work, he has authored three books, including "Ageless Beauty," "Body vs Car," and "Longevity Book Live Forever.” He has lectured internationally on topics related to dermatology and regenerative medicine.[5]
Education
Victor holds a bachelor’s degree in biology from the New York University School of Arts and Sciences, graduating with honors in 1973. During this period, he also engaged in independent study at the Orentreich for Advancement of Science. From 1973 to 1975, he pursued postgraduate studies at NYU–Harvard Graduate School and earned his Doctor of Medicine (MD) degree from New York Medical College in 1978.
Dr. Victor received an NIH Research Grant for an electron microscopy study of Giant Lentigoisis Profusa at Harvard Dental School during 1974-1975. Following this, he completed an internship at Mount Sinai Beth Israel Medical Center, where he received the Intern of the Year honor. In 1979, Victor enrolled in a residency in dermatology at New York Medical College.
In 1979, Victor enrolled in a residency in dermatology at several institutions including New York Medical College, Metropolitan Hospital, Lincoln Hospital, Lenox Hill Hospital, and Westchester County Medical Center. Additionally, he underwent specialized training in liposuction with Dr. Ilouneu and Dr. Fournier in Rome, Italy, and Paris, France. Dr. Victor has also trained in GTP Cellular Lab Processing at BioHellica in Athens, Greece.

Dr. Victor is a dermatologist and regenerative medicine expert known for pioneering a range of highly effective skin treatments. He has invented the technology used by New Direction Biosciences Inc. and has led the establishment of FDA cGTP cellular labs in New York and Dubai. Dr. Victor is an acclaimed leader in stem cell therapy for aesthetics and diseases of unmet clinic needs, such as diabetes, autism, stroke, and orthopedic injuries.[6]
Dr. Victor has also been actively involved in product development and business at Medicis Pharmaceuticals, where he licensed and patented several topical prescription creams, including the innovative Benzahave. The company is widely recognized for its cosmetic dermatology products in the United States. Dr. Victor also owned Glytone Pharma, a dermatology product dispensing company, which was later sold to Pierre Fabre.[7]
He is the founder and medical director of Victor Regenerative Medicine Center in New York City and Dubai, where he specializes in advanced treatments in regenerative medicine and aesthetic dermatology.[8] The practice focuses on various treatments, including stem cell therapy, laser liposuction, facial rejuvenation, botox and fillers, PRP therapy, and anti-aging treatments. In addition to the following procedures, Dr. Victor also formulates custom anti-aging creams, addressing individual skin concerns.
The clinic has recently been recognized as the "Best Cellular Therapy Clinic 2024 in New York" by LUXlife Magazine.[9] Dr. Victor has recently unveiled Victor Longevity,[10] a luxury healthcare platform located in Dubai's City Walk.[11] The center focuses on longevity and integrates advanced healthcare technology, including 24/7 AI driven remote monitoring into its platform.
In addition, Dr. Victor practices at the Emirates Hospital Jumeriah in Dubai.
Dr. Victor is a known for his pioneering work with Stromal Vascular Fraction Cells (SVFCs). He is currently leading three FDA Investigational New Drug (IND) clinical studies focusing on the use of SVFCs for treating concussions, diabetes, and osteoarthritis. With over 900 SVFC treatments performed, Dr. Victor has established himself as a leader in the field.
He is the inventor of Ultrasonic Cavitation Technology, a method used to manufacture SVFCs from lipoaspirate. This innovative technology has advanced the production and application of these cells in regenerative therapies.[12]
Prior to pursuing a career in medicine, Dr. Victor worked as a biology and philosophy teaching assistant at New York University. He started his career in 1982 as a cosmetic dermatologist. He established the Victor Dermatology & Rejuvention Center, offering anti-aging and cosmetic treatments and products.
In 2013, Dr. Victor established ReGen Medical, PC, a surgery center and fully integrated cell therapy center offering state-of-the-art surgical and cellular treatments in New York. As the founder and medical director, he oversaw a range of services, including regenerative medicine and traditional surgical practices across orthopedics, aesthetic medicine, and urology, ensuring exceptional care for both patients and referring physicians.
He is also the medical director and CEO at ReGen Medical Management. Dr. Victor also serves as the Chairman and CEO of New Direction Biosciences, Inc. since 2015. He was the Medical Director at Solow Management, New York. Additionally, he was Chief Medical Advisor at the International Center for Sports Security in Geneva, Switzerland, and the CEO of Intellicell Biosciences, New York. He has also provided consulting to various cosmetic companies, including Lucy Peters Electrolysis, Elizabeth Arden Red Door Salons, Medicis Pharmaceuticals, and Angio Medical Corporation, among others.
During the COVID-19 pandemic, Dr. Victor co-founded Chula Medical Management LLC. The company played a crucial role in filing numerous FDA Emergency Use Authorizations (EUAs) for antibody tests and contributed to the approval of COVID-19 vaccines in Central and South America, aiding in the global fight against the virus.
Teaching appointments
Dr. Victor has held various teaching appointments throughout his career. His began his academic career as a teaching assistant in Biology and Philosophy at New York University in 1973. In 1982, he was the Head of the Dermatology Cosmetic Surgery Clinic at Lincoln Hospital, New York Medical College. In 1989, he joined Beth Israel Medical Center, where he served as Director of the Cosmetic Dermatology Clinic. In 1994, Dr. Victor became a member of the Department of Medicine at Lenox Hill Hospital, where he contributed to the field of dermatology.
Memberships & licenses
Dr. Victor holds several professional licenses and certifications reflecting his expertise and qualifications. He is licensed by the New York State under license number 138656 and holds a DEA registration with the number AV8736312. Additionally, he has been licensed by the Dubai Health Authority for General Practice limited to Regenerative Medicine in 2018, 2019, 2020, and 2021.[13]
Dr. Victor is board-certified by the American Board of Regenerative Medicine since 2015. He is a member of several professional organizations, including the American Academy of Stem Cell Physicians, the Global Stem Cell Group, and the International Society of Stem Cell Applications (ISSCA).[14] He is also a member of Aesthetics Everything, where he was nominated for the Award of Excellence in 2021. His other memberships include the American Society of Laser Medicine and Surgery, and he has been a Fellow of the American Society of Dermatologic Surgery and the Skin Cancer Foundation. He is also a member of the New York County Medical Society. Earlier in his career, Dr. Victor was board-eligible in Dermatology, licensed by New York State, and was the Diplomat of the National Board of Medical Examiners.

Dr. Victor has shared his expertise globally through lectures on stem cell therapy and regenerative medicine at several events, including the Marcum Biotechnology Conference, the Biotechnology Showcase in San Francisco, the OneMedForum, the Roth Investment Conference, the Rodman & Renshaw Annual Global Investment Conference, and The Writing Center. He has also presented at notable medical forums, including the Houston Stem Cell Summit in 2013, and has led seminars on "Vaser Liposuction" at the 2004 AAD meeting, "Lipodissolve Mesotherapy" at the 2003 HBA MediSpa Expo, and Chemical Peeling at the AAD Annual Meeting in 1995.[15]
Dr. Victor has appeared as a dermatology expert on various television and news segments, including Channel 11's "Vaser Liposuction" in 2004, Fox Channel 5's "Vaser Liposuction" in 2004, and Channel 4's "Today Show" in 2002, where he promoted the book Ageless Beauty. He was featured as a "Top Consulting Dermatologist" on Channel 11 in 2002 and served as the expert host for LaserSculpt TV.

Dr. Victor is a published author, having released three books: Ageless Beauty, Body vs. Car, and Longevity Book: Live Forever. He is also the co-author of the article "Stem Cells and Regenerative Therapies: Clarification of Terminology and Potential Applications in Aging and Neurodegenerative Disorders," published in the Journal of Regenerative Medicine in 2019.[16] The article discusses the terminology associated with stem cells and regenerative therapies, as well as their potential applications in treating aging and neurodegenerative conditions.
