Ulvi Eldar oglu Mansurov (born December 13, 1983) is an Azerbaijan economist and banker who is the chief executive officer in Azerbaijan Investment Company (AIC). He has over 20 years of experience in the finance industry, including a long career in the International Bank of Azerbaijan[1], the largest bank in the country. Over the last 10 years, Ulvi Mansurov has held various executive positions at the largest financial institutions. Before joining AIC, Ulvi worked at the Ministry of Taxes (Azerbaijan)|Ministry of Taxes of Azerbaijan as a Director of Analytics of economic sectors Department and Director of the Digital tax administration Department[2]. Mansurov held CEO positions also in Bank Technique[3] and Azərpoçt|Azerpost.[4]

Early life and education

Ulvi Mansurov was born on December 13, 1983, in Baku, Azerbaijan. His grandfather was a Soviet Union and Azerbaijan Tar (string instrument) player who also served as People's Artist of the Azerbaijan SSR [5]. His father is a famous Azerbaijani composer Eldar Mansurov[6]Eldar Mansurov|. Ulvi Mansurov graduated from secondary school #189 in Baku. Ulvi has a younger brother. He is married and has two children.

Ulvi Mansurov is a graduate of the Azerbaijan State University of Economics, where he obtained bachelor and master degrees. He received his MBA degree from the University of Warwick (Warwick Business School) in 2015. Ulvi has already earned one academic degree in Azerbaijan, and he is currently pursuing another doctoral degree in the United Kingdom. In 2013 he was awarded by the Higher Attestation Commission of Azerbaijan a PhD in economics degree. In 2017 Ulvi got into a doctoral program - Doctor of Business Administration (DBA) at the University of Warwick (Warwick Business School).

Career

Banks

Mansurov started his career in the 'Sahil' branch of the International Bank of Azerbaijan (IBA) in 2001, where he worked for two years before his transfer to the bank's Head office. In 2003-2006, he was a part of the IBA's Financial management department, and then in 2007, he was appointed as head of the financial audit unit of the IBA's Internal audit department. After two years in this department, Mansurov's next appointment was a deputy director position in the Accounting and budgeting department of IBA, where he worked until May 2012. In the period 2008-2011, Ulvi Mansurov managed two major projects in IBA: 1) implementation of a new automated banking system (ABS) Oracle Financial Services Software; 2) optimization of the Business process.

In May 2012, Mansurov became CEO of Bank Technique, the fifth-largest bank in Azerbaijan by that moment after the transformation and restructuring initiated by the bank's shareholders[7]. During 2012-2014, Bank Technique improved financial performance[8], expanded its branch network[9] and customer base[10], achieved ranking upgrades[11][12], improved the infrastructure and launched new online banking system[13]. After successfull experience of IBA, Bank Technique also implemented the Oracle's Flexcube. CEO Mansurov discussed this project in his interview to Billy Bambrough[14]. After almost 3 years in the bank, Ulvi Mansurov resigned in February 2015.

On July 22, 2015, Ulvi Mansurov returned to the International Bank of Azerbaijan and was appointed as a Deputy Chief executive officer|CEO and Chief financial officer of the bank[15]. After his return, he was actively involved in financial management, lending, IT, risk management, online banking, international business, treasury, assets restructuring, etc. Main focus of newly appointed board was to carry out the restructuring and a clean-up of the balancesheet of the bank (transfer of bad assets) after the Presidential decree dated July 15, 2015[16]. In March 2016, IBA introduced a new logotype[17] and launched a business process optimization[18]. Despite being a regular attendant of the Sibos (conference)|SIBOS event for many years, IBA introduced its own stand at the exhibition for the first time in July 2016[19]. Same month Mansurov initiated a partnership with Backbase, Netherland-based digital banking software company, to upgrade online banking services of the bank[20]. Same year in September Mansurov launched a cooperation between IBA and Italian football club Juventus F.C.; IBA became a regional partner of Juventus F.C.|Juventus with the opportunity to create co-brand marketing products[21].

Ulvi Mansurov left IBA in February 2017 and joined Azərpoçt, national postal operator and financial services provider, as a CEO in March 2017[22]. However this collaboration did not last long, and Mansurov resigned in October 2017, six months after joining the company[23].

Ministry of Taxes

In January 2018, Mansurov joined the Ministry of Taxes (Azerbaijan)|Ministry of Taxes of the Republic of Azerbaijan as a Director-general of the Department for Analysis and Expertise of Economics sectors[24]. After almost six months, he was appointed as a Director-General of the Digital Tax Administration Department, where he worked until August 2020[25]. During his years at the Ministry, among other responsibilities, Mansurov managed two significant projects - country-wise implementation of the online cash registers[26] and VAT-refund project which is exclusively linked to the online cash registers project.[27].

Azerbaijan Investment Company

On August 12, 2020, Ulvi Mansurov became the CEO of the Azerbaijan Investment Company (AIC), a state-owned investment fund that primarily focuses on equity investments non-oil private sector of the country. Main priorities of AIC are: a) supporting entrepreneurs; b) becoming catalyst for attracting direct investments, talent and technologies into Azerbaijan economy; c) contributing to the development of non-oil industries of the country; d) supporting the development of the Azerbaijani economy, facilitating economic diversification and support import replacement processes[28].
