Romică-Andrei Baciu (b. 18 September 1986, Toplița, Harghita, Romania) is a Romanian doctor and Liberal politician who serves as Secretary of State at the Ministry of Health in the Nicolae Ciucă Government.

Career in Public administration

Covid-19 Pandemic

As Secretary of State at the Ministry of Health, Andrei Baciu has been involved from the very beginning, since February 2020 [1], in Romania's effort to fight COVID-19, coordinated by the Ministry of Health. After the outbreak of the COVID-19 pandemic, one of his responsibilities was to create the testing capabilities in Romania aimed to identify the SARS-CoV-2 virus.[2] during 2020 from 400 tests per day in March to more than 75,000 tests per day throughout autumn.

The National Coordinating Committee for Vaccination Activities

Andrei Baciu has been involved in the process of setting up the The National Committee for the Coordination of Activities on Vaccination against COVID-19 [3]. On 20 November 2020, Andrei Baciu was appointed Vice president of the committee [4], while Valeriu Gheorghiță was appointed Chairman.

Andrei Baciu and Valeriu Gheorghiță fully coordinated the vaccination campaign [5], from the first person vaccinated in Romania [6], to the end of the immunization campaign [7].

The Republic of Moldova was able to start the vaccination campaign thanks to a donation from Romania [8], announced by the Romanian President Klaus Iohannis during his visit to Chisinau. Andrei Baciu coordinated the Moldovan–Romanian collaboration during the COVID-19 pandemic: he made [9] to prepare the vaccination campaign in the Republic of Moldova and then another visit together with the Minister of Foreign Affairs, [10] [11], Bogdan Aurescu.

Other activities in the Ministry of Health

As Secretary of State at the Ministry of Health, Andrei Baciu represented Romania in several campaigns and events initiated by international organizations. After the dismissal of the Minister of Health in April 2021, all the duties [12][13], according to a decision signed by the former Prime Minister Florin Cîțu. Andrei Baciu had several initiatives related to public health, one of the most relevant being related to the support of patients with oncological diseases [14].

Political activity

Andrei Baciu joined the National Liberal Party (Romania) in 2015, at the Liberal organization of district no. 1 [15]., Bucharest. He has held several leadership positions in the district organization, as well as in the National Health Committee of the PNL, as secretary-general. On 18 December 2019, a few weeks after the formation of the [16] First Ludovic Orban government, Andrei Baciu was appointed Secretary of State at the Ministry of Health. He maintained his position as Secretary of State in the Second Ludovic Orban Government, Florin Cîțu Government[17] and Nicolae Ciucă Government[18].

Civic participation

As a result of his experience in France, in 2013 he founded the Romanian-French Pediatric Cardiac Surgery Association. He also founded the S.O.S. Patients' Rights Association and was the coordinator of a national campaign to promote patients' rights, which took place in 2015. Another non-governmental project he initiated is the Association of Doctors for Romania, which aims to provide an alternative in Romania for Romanian doctors who are currently abroad.


He attended "Mihai Viteazul" Military High School in Alba Iulia between 2001 and 2005, and then "Carol Davila" University of Medicine and Pharmacy in Bucharest. In 2011, he graduated in the field of General Medicine, and in the same year he also graduated with a master's degree in Medicine at the same university. From 2012 to 2017, Andrei Baciu was a resident doctor and in November 2017 he finished his residency, specializing in cardiovascular surgery. He spent two years of residency in France, from 2012 to 2014, at the Centre Hospitalier Universitaire "Charles Nicole". In 2018, he obtained a bachelor's degree in European Economic Studies. From 2020, he is a Ph.D. student at the "Carol Davila "University of Medicine and Pharmacy in Bucharest.
