Tily eto Madagasikara (TEM) is a Protestant movement in Malagasy scouting , open to boys, and founded in 1924. It joined the World Organization of the Scout Movement with the Federation of Malagasy Scout in 1959[1].

History

The first known scout patrol in Madagascar would have been formed by the Reverend Jhon Fuller Radley in 1922, and composed of five boys who are Michael Rajohnson, Eugène Rafifitrimo, Philippe Andrianarijaona, Alban Ratsivalaka, Albert Rakoto Ratsimamanga[2]

Structure

The Movement is organized into four age groups: Cub Scouts (6 to 11 years old included), Scouts (12 to 15 years old included), Routiers or Mpiandalana (16 to 19 years old included) and Menafify (19 to 25 years old) . All managers at all levels are volunteers.

Cubs are organized into six (group 2 to 6 cubs) and 2 to 4 dozen form a pack. Each six is ​​named by a wolf coat (brown, black, gray, ...), while the pack bears a place name taken from the Jungle Book (Seonee, Kanjara, ...).

The scouts are organized into patrols (group of 4 to 8 scouts) and 2 to 4 patrols form a troop.Each patrol is named after an animal (eagle, scorpion, ...) while the troop is named according to an area (forest, plain, ...)

The truckers (Mpiandalana) and the Menafify are organized into clans (group of 3 to 5 truckers). Each clan bears the name of a personality who has distinguished himself in the area where the Clan is established.

The whole of a pack, a troop and a clan form a local group which is differentiated by a group number and a scarf color. The local group is coordinated by a group coordinator, the only one who wears an orange scarf instead of the group colors.

A group of groups in a given geographical area constitutes a district. Each district is headed by a district commissioner, elected for three years by all the district officials, who then constitutes their own team. District commissioners and their teams wear a navy blue scarf stamped with the "Tily eto Madagasikara" logo and the name of the district.

There are currently 29 Tily eto Madagasikara districts: Diana, Sava, Boeny, Ambatosoa, Betsiboka, Sofia, Analamanga Afovoany, Analamanga Atsinanana, Analamanga Andrefana, Analamanga Atsimo, Analamanga Avaratra, Atsinanana, Alaotra Ambatondrazaka, Analanjirofo, Analanjirofo Bongolava, Vakinankaratra Ambatolampy, Vakinankaratra Antsirabe, Amoron'i Mania, Matsiatra Ambony, Ihorombe, Vatovavy, Atsimo Atsinanana, Anosy, Atsimo Andrefana, Androy, Frantsa.

The coordination and implementation of a common movement policy is managed by a General Commissioner and a team of National Commissioners, recognizable by a white scarf with white, red and green borders (colors of the national flag), and stamped with a purple fleur-de-lis (brand of world scouting).
