Dr. Sunil De Alwis is a consultant in Medical Administration of Sri Lanka and is a career Medical Administrator. He is the current Additional Secretary (Medical Services) to the Ministry of Health, Nutrition and Indigenous Medicine of Sri Lanka.

Education

He entered and attended Ananda College|Ananda College, Colombo from 1971-1982, having passed the scholarship examination. Although he was eligible to enter University of Peradeniya|Medical Faculty, University of Peradeniya, he studied medicine and graduated with a Doctor of Medicine|MD from University of Lviv|Lviv University, USSR on a scholarship granted by the former United States of Soviet Russia.

Additionally, he holds a Master of Science|Master of Science (Community Medicine), a Doctor of Medicine|Postgraduate Doctor of Medicine (Medical Administration). Master of Business Administration from University of Kelaniya; Postgraduate Diploma in Environment Management from Wayamba University of Sri Lanka|Univesity of Wayamba; Postgraduate Diploma (Diplomatic and Foreign Affairs).[1] from Bandaranaike International Diplomatic Training Institute|Bandaranaike International Diplomatic Training Institute (BIDTI).

Career

He served as a Medical Officer in Anuradhapura, Avissawella and Chillaw until he entered the Sri Lanka Medical Administration Service in 1997. He served as the District Medical Officer in Kegalle Teaching Hospital from 1997-1999. He was promoted to the Medical Superintendent of Ratnapura General Hospital in 1999 and held the post until the year 2001. As the head of the institution he pioneer for the expansion and modernization of the Rantapura Hospital under a fund granted by the Japan International Cooperation Agency|Japanese International Cooperation Agency (JICA). In 2001 he was promoted to the Provincial Director of Health Services of North Western Province of Sri Lanka overseeing the medical services of both Kurunegala and Puttalam|Puttlam districts. His long nine (9) years in such capacity were decorated with many international and national level awards. In 2009, he was promoted to the Director of National Program for Tuberculosis control and Chest Diseases. In 2012, he was appointed as the Deputy Director General (Education, Training and Research) to lead policy, planning and implementation of Education, Training & Research of Ministry of Health, Nutrition and Indigenous Medicine|Ministry of Health, Nutrition and Indigenous Medicine of Sri Lanka. In 2015, he was elected as the President of College of Medical Administrators of Sri Lanka[2] and later called for a Fellowship of the college in 2018. The same year, he was promoted to the post of Additional Secretary (Medical Services)[3], of the Ministry of Health, Nutrition and Indigenous Medicine|Ministry of Health, Nutrition and Indigenous Medicine.

He is a visiting lecturer at Postgraduate Institute of Medicine|Post Graduate Institute of Medicine, University of Colombo and at Bandaranaike International Diplomatic Training Institute|Bandaranaike International Diplomatic Training Institute (BIDTI).

Research

He's has conducted research on the headings of "An assessment of breast feeding patterns in Sri Lanka" (1996) and "A study on job satisfaction among graduate employees in health sector" (2007).

He has co-authored: "The involvement of General practitioners in TB control in Sri Lanka" (2010)[4]; "Tuberculosis among prisoners in Sri Lanka" (2010)[5]; "Tuberculosis prevalence and disease orient in Sri Lanka" (2011)[6]; "A collaborative approach to training ward nurses in acute care skills in resource limited settings: the nursing intensive care skills training" (NICST) Project (2015)[7]; and Capacity building for critical care skills training provision in resource limited settings: the Nursing Intensive Care Skills Training (NICST) Project (2015)[8]

Awards

As a former past President of Lions Clubs International|Lions Club of Avissawella he was awarded the "Best President of Lion District C 1995-96" by the Lions Club District 306A-1 Sri Lanka. In 2007, he won the Health Sector Excellence Award - Institutional and Individual level followed up with consecutive National Productivity Awards in 2007 and 2008. In 2018, he was awarded the Asia Pacific Action Alliance on Human Resources for Health award in Vietnam.

Personal life

He is married to Dr. Dhammika Wijesinghe, the daughter of Piyadasa Wijesinghe, former Member of Parliament from Kurunegala.
