Natalia Boytsun (Ukrainian: :Наталія Євгенівна Бойцун, born March 31, 1960) is a Ukrainian government official, economist, scientist.

Education

Natalia Boytsun graduated summa cum laude from Faculty of Mathematics and Mechanics, Oles Honchar Dnipro National University (1982, Dnipro, Ukraine) [1]

Science and academic spheres career

1984 - 2005 Boytsun had been working at the Oles Honchar Dnipro National University|Dnipropetrovsk State University as mentioned in her official biography published by University [1].

Natalia defended two dissertations as a mathematician and mechanical engineer (1988, 1996), published results of research in the field of hydrodynamic in microgravity [2] in the world-leading scientific journals [3], cooperated with Yuzhmash (Dnipro|Dnipropetrovsk) that is one of the most well-known and recognized companies in the field of Space Technology 5|space technology development from the time of the Soviet Union.

She became Professor of International Finance (2001), Head of Department (1997 - 2005) and Dean of the new International Economic Faculty [4] (1997 – 2005) in alma mater [1] .

Natalia published textbooks for the new market oriented economic courses and applied mathematical skills for Economic and Finance [5][6], established annual international scientific Conference “Finances of Ukraine” (1997 – till now) [7].

Prof. Boytsun was the supervisor of 7 PhD and created scientific school about Economic and Financial Integration for the Transition economy|Transitional Economy [8].

In 2006 – 2007 Natalia Boytsun served as the Vice-Rector of International Management Institute (IMI, Kyiv) and the Head of Master of Business Administration|MBA Program. International Management Institute is the first Ukrainian business school, established by Bohdan Hawrylyshyn.

High-profile government official

In 2005 Prof. Boytsun was invited to work at the Dnipropetrovsk Region State Administration that managed one of the leading industry regions of Ukraine – Dnipropetrovsk Oblast. As a Vice Governor, she was responsible for the economy, finance and the EU integration process in the Dnipropetrovsk Region (till December 2005) [9]. Natalia Boytsun created the first Program for the European Integration for the regional level in Ukraine [10].

2007 - 2014 Prof. Boytsun continued governmental career as a high-profile government official (worked in 5 national Governments of Ukraine) [11][12].

2007 - 2010 Natalia Boytsun served as the Deputy Minister of Economy of Ukraine [11], supervising international economic relations, international trade control and regulations [13], development of bilateral economic relations. Prof.Boytsun enhanced legislation of bilateral trade and economic cooperation agreements [14][15], conducted negotiations about trade, goods and service access on markets of EU [16], NIS, CIS [17] [18], USA [14], China, Brazil, Mexico [19], South Korea, Austria, Switzerland, UK [20]. She initiated framing of the Trade and Investment Cooperation Agreement (TICA) between Ukraine and USA [21], which was signed in 2008, and established successful intergovernmental mechanism for the discussions of the trade and investment relations between the two countries.

2010 - 2013 Prof. Boytsun worked in the field of International Relations in Energy, as the Director of Euro integration and International relations Department of Ministry of Energy of Ukraine. She had initiated Review of Energy policy of Ukraine Energy Policy and engaged to research the International Energy Agency [22].

Review was published by IEA in 2012 [23].

2011 - 2016 Natalia Boytsun was the Vice-Chair, Bureau for the Committee on Sustainable Energy of UNECE United Nations Economic Commission for Europe (Geneva) [24].

2011 – 2012 Prof. Boytsun was first delegate from Ukraine in the High Level Permanent Group of the European Energy Community (Vienna) and took part in development of Energy Security Policy of Member States [25].

2011 – 2013 Natalia Boytsun was elected and served as Vice – President, Investment Group of the Energy Charter Conference (Brussels) [26].

From June 2013 Natalia served as Deputy Minister - Chief of Staff, Ministry of Industrial policy of Ukraine.

From February 2014 - Prof. Boytsun was appointed as Acting Minister of the Industrial Policy of Ukraine until the Ministry of the Industrial Policy was reorganized as part of the Ministry of the Economic development and Trade of Ukraine.

She took an active part in Regulation of first custom and transit conflict with RF in August 2013 [27].

In October 2014 Natalia Boytsun retired from the government service due to health reasons [12].

Hobby

Natalia Boytsun is well-educated in history and enthusiast of Hydraulic engineering and science in Ancient World.

She collects images of Angels in religions and art.
