Maryan Zablо́tskiy (Ukrainian: Мар'ян Богданович Заблоцький; born September 21, 1985 in Mykolaiv, Lviv Oblast, Ukraine) is a Ukrainian politician, activist and economist. In 2019 was elected to Ukrainian Parliament Verkhovna Rada of Ukraine of the 9th convocation on Servant of the people party ticket. Zablotskiy used to be the director of the following NGOs: «Ukrainian Economic Freedoms Foundation», «Centre for Effective Legislation» and «Ukrainian Agrarian Association».[1]

Education

• 1992-2001 — Lviv specialized secondary school with advanced study of a foreign language.[2]

• 2001—2006 — Institute of Economics and Finance of the Lviv University of Trade and Economics.Specialist degree. Diploma thesis: «Structure and activities of the stock market».[3]

• 2006—2007 — Institute of Economics and Finance of the Lviv University of Trade and Economics. Master’s degree. Diploma thesis: «Fundamental analysis of financial markets with the use of modern information technologies».

• 2007—2012 — Institute of Regional Studies at the National Academy of Sciences of Ukraine. PhD in Economics. [3] Doctoral thesis: « The mechanism of development of the financial market of Ukraine».

Career

• 2007—2008 — Asset management company «Optima Capital», director of the department for work with investment funds;[4]

• 2008—2010 — «Eerste Bank», treasury department analyst;

• 2010—2012 — «Eerste Bank», director of the economic research department;

• Since 2012 Zablotskiy held the position of analyst, and later deputy chairman of the «Ukrainian Agrarian Association». He also worked as a secretary of the Supervisory Board of the PFTS Ukraine Stock Exchange.[1]

• 2012—2019 — assistant-consultant (on a voluntary basis) of people's deputies of the Verkhovna Rada of Ukraine;

• 2015—2019 — Director of the NGO «Ukrainian Economic Freedoms Foundation»;[5]

• 2015—2019 — Director of the NGO «Centre for Effective Legislation»;[6]

• 2016—2018 — senior consultant of the project of the Delegation of the European Union in Ukraine regarding the reform of the agro-industrial complex;

• 2016—2019 — chairman of the Public Council under the Committee of the Verkhovna Rada of Ukraine on Tax and Customs Policy.

Political activity

Zablotskiy was an assistant to Oleksiy Mushak, the deputy of the Verkhovna Rada of the 8th convocation, and to Volodymyr Pylypenko, the deputy of the Verkhovna Rada of the 7th convocation.

In the 2019 parliamentary elections, he was elected a people's deputy from the party «Servant of the people», he was № 82 on the list. Українська правда (9 червня 2019)

In the Verkhovna Rada, Zablotskiy joined the Committee on Finance, Tax and Customs Policy, where he held the position of chairman of the subcommittee on local taxes and fees. Новинарня (29.08.2019) He also became a member of the Permanent Delegation to the Parliamentary Assembly of GUAM, the co-chairman of the group on inter-parliamentary relations with the Republic of Chile and the deputy head of the group of inter-parliamentary relations with the USA.

Zablotskiy is a member of the Ukrainian Gun Owners Association.

As a part of his public activity, Zablotskiy has developed a bill regarding deregulation in the agro-industrial complex, which was adopted in 2015. The bill cancelled or deregulated 22 permit documents in agriculture.

He was also the principal author of the Law on Amendments to the Land Code of Ukraine and other legislative acts on improving the system of management and deregulation in the field of land relations. This bill was part of the land reform in Ukraine in 2021. One of its main tasks was the transfer of state lands outside settlements to the ownership of territorial communities.

Zablotskiy has initiated the installation of a monument to Ronald Reagan in Kyiv. He participated in the Conservative Political Action Conference several times. Back in 2018 he presented the Ukrainian stand there.[7]

In 2021, Zablotskiy participated in the competition for the head of the State Tax Service. He scored 40 out of 40 points in the legal knowledge test and got the highest number of points in the abstract thinking test. According to the results of the interviews, Zablotskiy ranked fourth in the competition[8].

During the 7 years of legislative activity, he participated in the development of 155 draft laws, 30 of which were adopted by the Verkhovna Rada of Ukraine of the 7th, 8th and 9th convocations [9].

Family

• His father is Bohdan Zablotskiy, a retiree who used to be the head of the Department of Regional Studies of the Lviv University of Trade and Economics.

• His mother is Liubomyra Zablotska, also a retiree, used to work as an English teacher in a secondary school.
