Kirov is Russia's fourth-largest city and serves as the administrative seat of the Kirov Oblast. It is 896 kilometres to the northeast of Moscow and is situated on the Vyatka River in European Russia. It has a total population of 518,348 people (in 2020). Kirov is the city that was created the furthest east during the time period of Kievan Rus', making it a significant historical, cultural, industrial, and scientific centre of Priural'e (the land on the west side of the Ural Mountains). It is also the location of origin for Dymkovo toys.

Khlynov (Hlnov, from 1457 to 1780) and Vyatka (Vátka, till 1934) were both names that were used for the city at various points in its history.

The oblast's administrative headquarters are located in Kirov. Within the framework of administrative divisions, it is incorporated as the City of Kirov, combined with 134 rural communities, making it an administrative entity with the same status as districts. This is done within the framework of administrative divisions. Kirov City is formally organised into the Kirov Urban Okrug as a municipal division and incorporation.
