Ismaël Adam Cissé (born August 2, 1980, in Nantes, France) is an entrepreneur, investment banker, and sports executive holding French, Canadian, and Ivorian nationalities, and based in Côte d’Ivoire. He is the Chairman and Chief Executive Officer of Infinity Africa Group, a financial services group operating across the African continent, and the president of the basketball club JCA Kings, which represented Côte d’Ivoire in the 2026 Basketball Africa League (BAL). He is also the founder of Sirius Capital, an investment bank licensed by the West African Economic and Monetary Union Financial Markets Authority (AMF-UEMOA), which he led from 2015 to 2025.[1][2][3][4]

He has been featured by publications such as Forbes Africa, La Tribune Afrique, and Financial Afrik for his work in capital markets in West Africa. In 2019, he was awarded CEO of the Year by African Leadership Magazine.

Early life and education

Ismaël Adam Cissé was born on August 2, 1980 in Nantes, France. His father Adama Cissé, is an Architect and his mother, Maconi Soumahoro Cisse, is a teacher, community leader and speaker.

In an interview with Forbes Afrique, Cissé credits his father being the reason for his taste of entrepreneurship.

Although Cissé was born in France, he grew up in the Ivory Coast and did his early schooling there. At the age of 8, Ismaël began learning programming, and by 12 he became a computer tutor. During his high school years, Ismaël was involved in sports at the competitive level and played BasketBall and American Football.

He earned a Bachelor of Science (Honors) degree from the Jean-Mermoz International College in Abidjan.

He holds a Bachelor's degree in Information Technology and Business Administration, Corporate Finance, both from HEC Montréal.

Cissé has a Graduate Diploma in Business from McGill University, an Executive MBA, Business Administration and Management, Strategy from Paris Dauphine University and has done a course of fintech at Harvard Business School.

In addition to the above, he holds several certifications including a SAP certified consultant from SAP Canada, a Certification in Public Accounting from the American Institute of Certified Public Accountants (AICPA), a Project Finance for Public Partnerships from the African Development Bank and is also a certified Islamic Finance Executive from the Ethica Institute of Islamic Finance.

Career

Early career

He started his career as an Investment Advisor for Investors Group in Montreal, where he worked from January 2003 till December 2004.[5][6]

After this, he was working as a Senior Investment Analyst for State Street Corporation from 2005 till 2008, which is considered the second largest investment manager globally. He was responsible for the audit of accounting transactions, financial statement preparation and verification and daily supervision of accountants.[7]

Cissé then worked as a Financial Analyst, Division Advisor for TFI International (formerly known as Transforce and Transforce Income Fund). He was responsible for mergers and acquisitions and was in charge of the financial performance of a portfolio of fully owned divisions.[8]

From January 2013 till March 2015, he was working as a Senior Finance Consultant at PwC. He was responsible for mergers and acquisitions, restructuring, strategic Financial Advisory, enterprise performance management and operational and financial performance improvement among other responsibilities.[9]

Sirius Capital

In January 2015, Cissé founded Sirius Capital, a specialized investment bank, asset management company and brokerage firm that has been licensed by the Autorité des Marchés Financiers de l’UEMOA (AMF UEMOA) for the West African market.[10]

Due to its licensing, it is one of the few investment banks in West Africa to issue, sell or purchase shares, bonds and other debt securities and is also registered on the BRVM, the West African stock market and also receives and holds third-party funds.[11][12]

Cissé was responsible for directing the firm's strategic vision and managing operations, successfully executing equity and debt financings and developing and implementing innovative financial strategies to drive profitability and growth.[13]

In October 2017, Sirius Capital co-arranged its first bond, marking its commitment to mobilizing financial resources for the economic and social development of the West African region.[14]

In February 2018, the government of Mali introduced Sukuk with the assistance of Sirius Capital. Cissé has also emphasized about how the opportunity of Islamic Finance can be beneficial for West Africa.[15]

From 2021 till 2024, Cissé served as the Vice President of the Professional Association of SGIs of the West African Economic and Monetary Union zone alongside Kadi Fadika-Coulibaly, CEO of Hudson and CIE, while Roselin Abe served as President.[16]

The same year, Sirius Capital introduced the launch of a securitization program for Storage Receipts for the first time in the Ivory Coast and the region in association with its partner Maghreb Titrisation for the benefit of the agricultural sector.[17]

In 2023, Cissé wrote a thought-provoking opinion piece about how artificial intelligence could steer the fintech revolution in Africa for CIO Magazine. He wrote about how fintech could be the first beneficiary of artificial intelligence in Africa. The same year, Sirius Capital achieved another major milestone by partnering with the Franco-Ivorian fintech company Julaya, allowing the general public, particularly people without a bank account, to invest in the stock market directly from a mobile money account.[18]

In March 2023, Cissé was a speaker at Babimodays, a major real estate event in the Ivory Coast, where he talked about capital markets as real channels for mobilizing long-term financial resources that are necessary for the development of real estate assets. In an interview with Togo First, Cissé stated how he sees Togo as an important hub for his activities regarding Sirius Capital.[19]

In October 2023, he was one of the speakers at a conference organized by the BRVM where he talked about the challenges of the use of new technologies in the management of financial services concerning West Africa.[20]

Under Cissé's leadership, the company became a leading name in West Africa.[21]

In November 2024, He received the Good Governance Award for the Best Investment Banker in Côte d'Ivoire at a ceremony held at the Sofitel hotel in Abidjan for his leadership in financial mobilization, financial innovations, and financial engineering, as well as the avant-garde solutions he proposes for the benefit of WAEMU States for their development.[22]

In December 2024, Sirius Capital went into partnership with GES-PETROGAZ CI, a group of Ivorian private companies focused on developing local content in the oil and gas services sector to support the local sector.[23]

For his work regarding Sirius Capital that resulted in over 20 fundraising projects, bonds issued, Sukuk financings, and mobilizing several billion Euros for various projects in Africa, Cissé was awarded the Best private entrepreneur of the year at the Awards for African Socio-Economic Enterprises and Institutions at the Sofitel hotel in Abidjan in December 2024.[24][25]

Cissé was named CEO of the year by African Leadership Magazine for his leadership qualities regarding Sirius Capital.[26]

Cissé left the company in January 2025.[27][28]

Infinity Africa Group

Since January 2025, he has been the President and CEO of financial services company, Infinity Africa Group, a multidimensional group designed to restructure the financing architecture in Africa. The company combines investment banking, venture capital, sustainable finance, and technological innovation to address Africa's economic transformation needs.[29]

On June 19th, 2025, Cissé was honored with the Impact Finance and Strategic Vision award at the 15th edition of the Forum for Builders of the African Economy in the presence of Robert Beugré Mambé, the Prime Minister of the Ivory Coast.[33][34]

JCA KINGS

In 2025, Ismaël Adam Cissé acquired the basketball club JCA Kings (formerly Jeunesse Club d'Abidjan), founded in 2010 and based in Abidjan. He led its transformation, rebranding, and professionalization, positioning the club among the most ambitious basketball franchises in Côte d’Ivoire. Under his leadership, the team is coached by Stéphane Konaté, an iconic figure in Ivorian basketball.[35][36][37][38][39]

Starting in the 2024–2025 season, the club achieved a historic milestone by securing an unprecedented national double: winning both the Ligue d'Or (national championship) and the National Cup in the same season, a first in the club’s history. Building on this performance, and with a record of 7 wins and 1 loss during the qualification rounds (Road to BAL), JCA Kings qualified for the 2026 season of the Basketball Africa League (BAL), a competition co-organized by the NBA and regarded as the highest level of African basketball.

In the 2025–2026 season, the club confirmed its dominance over Ivorian basketball by achieving a historic back-to-back double. On May 14, 2026, JCA Kings retained its National Cup title at the Dôme of the Palais des Sports in Treichville. On June 8, 2026, in a highly intense final against the ABC Fighters, the club also retained its Ligue d'Or title with a buzzer-beater by Jonathan Cissé (55–54), becoming the first club in Ivorian basketball history to achieve back-to-back titles in both major national competitions simultaneously. Coach Stéphane Konaté emphasized that the experience gained during the team’s participation in the BAL played a key role in these consecutive successes.

Personal life

Cissé is married to Dialiha Filly Mangala. They have two sons, Akil Karim Cisse, Imran Adam Cissé, and a daughter, Imane Sarama Cisse.

He is fluent in English and French and holds citizenship of Canada, France and the Ivory Coast.
