Emmanuel Bonne (born 13 August 1970) is a France career diplomat serving as the diplomatic advisor to the President of France since 2019.[1][2][3][4][5][6][7][8][9] The White House and parts of the international press occasionally refer to this position as a national security advisor.[10][11][12][13]. The diplomatic advisor does consult on matters of security where foreign policy is concerned but the president has a separate interior and security affairs advisor.[2][14][15][16]}} In addition to native French language he speaks Arabic, Farsi and Turkish language.[17]

Diplomatic Career

Bonne is a graduate of the Grenoble Institute of Political Studies with a Diplôme d'études approfondies in Comparative politics. After working as a researcher at the Institut français du Proche-Orient in Beirut he was admitted to the competitive examination as a Conseiller des affaires étrangères du cadre d'Orient in March 2000. Thereafter he has held several positions and diplomatic ranks:[1]

  • 2000-2003: Rédacteur at the Ministry for Europe and Foreign Affairs Central Administration (North Africa and Middle East)[1]
  • 2003-2006: Deuxième conseiller in Tehran[1]
  • 2006-2009: Premier conseiller in Riyadh[1]
  • 2009-2012: Deuxième conseiller at the Permanent Mission of France to the United Nations
  • 2012-2015: Advisor for North Africa and the Middle East in the diplomatic cell[1]The diplomatic cell or cellule diplomatique is a group of about a dozen presidential diplomatic staff.[2][17][18]}}
  • 2015-2017: List of ambassadors of France to Lebanon[1]
  • 2017-2019: Directeur de cabinet of the newly reorganized Ministry for Europe and Foreign Affairs[19][20]

Controversy

After rumors of turmoil, cases of occupational burnout, recruitment issues and accusations of hostile behavior, division and non-cooperation in the diplomatic cell over the course of 2020 the Élysée ordered an independent audit.[21][18][17] Media reports suggested that the accusations focused on the misbehavior of Emmanuel Bonne and his deputy Alice Rufo and their mismanagement of the cell. The Élysée denied some of the claims.[17]
