Baku State Institution, also known as Baku Dovlet Universiteti in Azerbaijani, is a public university that can be found in Baku, the capital city of Azerbaijan. The university was initially comprised of the faculties of history and philology, physics and mathematics, law and medicine, and had an initial enrolment of 1094 students. It was established in 1919 by the Parliament of the Azerbaijan Democratic Republic. V.I. Razumovsky, who had previously worked as a professor of surgery at Kazan University, was BSU's first ever rector.

The government issued an order to shut down the university in 1930 as part of a reform of higher education, and the government established the Supreme Pedagogical Institute in its stead. Although this, the university was formed once again in 1934, and it maintained its operations all the way through the challenging years of World War II, despite suffering from a scarcity of faculty members.

The institution celebrated its 40th anniversary in 1959 and already had 13 faculties at that time. Both the Azerbaijan State Economic University and the Azerbaijan Medical University began as faculty of Baku State University before splitting off to become their own universities.

Abulfaz Elchibey and Heydar Aliyev, who were both once the President of Azerbaijan, are both alumni of Baku State University (BSU). The first one received their degree from the Faculty of Arabic Language and Literature, while the second one, who controlled the political life of Azerbaijan for almost 30 years, received their degree from the Faculty of History. Between the years of 1922 and 1924, Nobel Prize–winning physicist Lev Landau was a student at BSU.

BSU is the only institution from Azerbaijan to be rated by worldwide ranking bodies, such as the University Ranking by Academic Performance, and it presently holds the 1872nd spot on that list. BSU also has the distinction of being the highest-ranked university in Azerbaijan.

As a result of a vote made by the Parliament of the Azerbaijan Democratic Republic on September 1, 1919, the Baku State University was founded. When the university was first created, it consisted of four separate faculties (history and philology, physics and mathematics, lawing, and medicine). The renowned physician V. I. Razumovsky was the first person to hold the position of rector at the institution.

BSU is now a member of a variety of organisations and institutions, such as the Association of Universities of Eurasia, which brings together the majority of the universities that were a part of the former Soviet Union. BSU was in the driver's seat of the Association of Universities of Black Sea States from 2002 till 2004. The university has also signed agreements on scientific and technical cooperation and student-teacher exchange programmes with a number of other highly regarded educational institutions, including Moscow State University, Middle East Technical University, Nice-Sofia Antipole University, Indiana University, Kyiv National University, and Vienna University.

As a direct outcome of these collaborative efforts, the academic institution organises and hosts joint scientific conferences and seminars, as well as produces textbooks.
