Bündnis Entwicklung Hilft - Gemeinsam für Menschen in Not e.V. is a German alliance based in Aachen, Germany. Nine German aid organizations – Brot für die Welt, Christoffel-Blindenmission, DAHW Deutsche Lepra- und Tuberkulosehilfe e.V., Kindernothilfe, medico international, Misereor, Plan International Deutschland, terre des hommes, Welthungerhilfe – are members of the association, which was founded in early 2005 (after the 2004 earthquake in the Indian Ocean).[1] German Doctors and Oxfam Germany are associated members.[2] The alliance appeals for donations in the event of disasters and humanitarian crises. The organizations working together in the alliance provide acute and long-term aid in disasters and crisis areas. The aim is to provide rapid and effective assistance in the event of disasters by pooling forces and resources.[3][4] In addition, the association aims to draw attention to development policy challenges, promote realistic perspectives on disasters and raise public awareness of the multi-layered causes of crises and disasters.

International activities

The members have been working with partner organizations in many countries of the Global South for many years. Following the maxim that development works and suits as disaster prevention, the alliance works before and after disasters to restore and strengthen independent livelihoods, to promote sustainable health and education structures, and thus to help disaster-affected communities regain their independence.[5] Major extreme natural events have severe consequences when people are vulnerable due to precarious living conditions, such as housing insecurity, food insecurity, inadequate medical care, or lack of opportunities for participation.[6] Therefore, the alliance also addresses the sociopolitical and socioeconomic conditions that lead to disasters and advocates for measures that enable long-term change.[7]

Domestic activities

The association maintains an office in Berlin (Berlin Tiergarten), which a full-time managing director heads. The current managing director is Peter Mucke (as of 2021). The association's business is the responsibility of a board of directors, in which each full member has a seat. The highest body of the association is the general meeting, to which each full member sends one person who represents the respective member with the right to speak and one vote. One person each represents the respective associate member with the right to speak.[8] The alliance critically examines international development policy and points out challenges and concrete needs for action.[9] It follows the Code of Conduct for Development-Related Public Relations of the Association of German Development and Humanitarian Aid Non-Governmental Organisations VENRO.

WorldRiskReport

Initially, in cooperation with the Institute for Environment and Human Security of the United Nations University, the alliance has published the WorldRiskReport annually since 2011.[10] [11] Since 2018, the Institute for International Law of Peace and Armed Conflict (IFHV) of the Ruhr University Bochum has been the cooperation partner for the publication. The core component of this publication is the WorldRiskIndex. It presents the disaster risk for 181 countries.[12] The WorldRiskReport aims to show why extreme natural events become disasters, what challenges need to be overcome in development cooperation, and where a sustainable development policy aimed at long-term improvements could start.[13] [14][15] Complex issues can be analyzed through an interdisciplinary focus and collaboration among renowned scientists and country officers, project managers, or other staff from member organizations with profound experiential knowledge.[16]

Financing

As a fundraising association, Bündnis Entwicklung Hilft appeals for donations, 100 percent of which are then passed on to the member organizations. The donations are divided equally among the members and used for their projects. Contributions from the member organizations finance the work of the alliance office.[17]

All member organizations, as well as the alliance itself, are audited according to the standards of the Institute of Public Auditors in Germany (IDW) and bear the donation seal of the German Central Institute for Social Issues (DZI).[18] The association is recognized as a non-profit organization and is exempt from corporate income tax by a decision of the tax office Aachen. It is authorized to issue donation receipts. The alliance publishes details on the use of the funds in its annual report, which is published online.[19]

In the context of major disasters that require extensive humanitarian aid with international support, the German broadcaster ARD appeals for donations for Bündnis Entwicklung Hilft. It is up to the broadcaster to decide whether or not to make an appeal for donations. The cooperation with the public broadcasters takes place in cooperation and agreement with the two other German donation alliances, Aktion Deutschland Hilft and Aktionsbündnis Katastrophenhilfe. For this purpose, the three alliances reached a general agreement in 2011. As part of this agreement, Bündnis Entwicklung Hilft receives a share of 60 percent of the donations received in the event of an appeal by ARD.[19]
