Andy Fei Chi En (Chinese : 費志恩) was born in Hong Kong, native of Suzhou,Jiangsu. He graduated from Pui Kiu Middle School and further studied in Australia. Being the founder and chairman of Y-LOT Foundation, member of Suzhou Municipal Committee of the Chinese People's Political Consultative Conference and a court member of the Hong Kong University of Science and Technology.

In 2016, Fei established a charitable organization, Y-LOT Foundation, supporting the development of SciTech. In 2020, he donated HKD 20M to Hong Kong University of Science and Technology(HKUST) to establish the “Fei Chi En Education and Research Fund” supporting innovation and technology research and related facilities. In recognition of Fei’s benevolent donation,HKUST has named the “Dream Lab” after Fei as “Fei Chi En Dream Team Open Lab” [1]. HK$2 million of its donation will be used to set up a scholarship called “Y-LOT Foundation Scholarship” .[2]
