Zwelibanzi Sapula (born 6 October) is a South African development finance executive and engineer. Since 2025, he has served as the Chief Executive Officer (CEO) of the SADC Development Finance Resource Centre (DFRC), an institution that provides capacity building, policy research, and technical support to development finance institutions within the Southern African Development Community (SADC). His career has spanned from engineering, banking, development finance, and regional integration initiatives.
Early life and education
Sapula was born on 6 October in South Africa. He attended Germiston High School before pursuing higher education. He obtained a Bachelor of Engineering in Chemical Engineering from the University of Pretoria and later completed a Master of Business Administration (MBA) at the University of Cape Town. He also undertook executive training in General Management at INSEAD and received specialized learning at Areva Nuclear.[1]
Career
Sapula began his professional career in 2000 and has worked across multiple industries, including financial services, venture capital, oil and energy, civil engineering, and research.[1] Before joining the DFRC, he held senior positions in development finance institutions and programs focused on SME development, infrastructure financing, and industrialization in the SADC region. In November 2024, Sapula was appointed Chief Executive Officer of the SADC-DFRC. In this role, he oversees capacity-building initiatives for development finance institutions, promotes sustainable growth policies, and engages in regional infrastructure and finance programs. His leadership has focused on mobilizing capital, enhancing institutional capacity, and fostering partnerships across Southern Africa.[2]

Sapula hosts the monthly Meet the CEO Forum, held in Botswana, which provides young professionals with opportunities to engage directly with leaders in finance and industry.
