Volodymyr Nikiforenko (born 29 May 1971 in Kyiv region) — Major General[2], the First Deputy Head of the State Border Guard Service of Ukraine. [3]

Biography

He graduated from the Institute of the Border Forces of Ukraine in 1994 and the National Academy of the Security Service of Ukraine in 2006.[4]

After graduating with honors from the National Academy of Public Administration under the President of Ukraine in 2012, Volodymyr Nikiforenko received a Master of Public Administration, and in 2016 he obtained a PhD in Public Administration and 2021 - a Doctor of Law[5] [6]. Currently he is the author of more than 40 publications in domestic and foreign scientific editions. [7]

For more than 8 years, from 2008 to 2016, Volodymyr Nikiforenko devoted himself to creating and developing the internal and personal security system in the border guard agency as Deputy Head of Department of the Administration of the State Border Guard Service of Ukraine.

With the onset of Russian aggression, he initiated the strengthening of specific legal regimes at the state border, including the organisation of counterintelligence work in the State Border Guard Service of Ukraine. From 2016 to 2019, he continued his military service in senior positions in the HR units of the Administration of the State Border Guard Service of Ukraine and organised operational and investigative activities in the border guard agency, in particular in the field of counter-terrorism.[8]

On 9 September 2019, by Presidential Decree No. 673/2019[9], Volodymyr Nikiforenko was appointed the First Deputy Head of the State Border Guard Service of Ukraine.[10] [11]

In 2019, he became the founder of a new ideology for appointments to leadership positions in the State Border Guard Service of Ukraine - a joint project with the United States Embassy in Ukraine and the International Organization for Migration in Ukraine [12] , the New Face of Leadership (NFOL)[13], which is formed by an authentic combination of international standards for continuous quality improvement ISO 9000 and s ocial responsibility ISO 26000 on the basis of legality; integrity; publicity; respect for human rights and freedoms; transparency; equality; professionalism; and competence; initiative; competitiveness; efficiency; effectiveness of testing methods; objectivity; impartiality; minimisation of the number of resources required; prevention of the negative impact of the human factor.

As a member of the Commission for the Coordination of Euro-Atlantic Integration of Ukraine, established by Presidential Decree No. 784/2019 of 30 October 2019[14], Volodymyr Nikiforenko ensures the practical implementation of measures to bring the Border Guard Service of Ukraine into the Euro-Atlantic security space and improves the efficiency of fulfilling priority tasks to achieve the criteria necessary for membership in the North Atlantic Treaty Organisation (NATO), including within the framework of annual national programs of NATO-Ukraine cooperation.[15]

Volodymyr Nikiforenko is a participant in the hostilities in eastern Ukraine. He is an expert in the field of border and national security[16], operational and investigative and counterintelligence activities, as well as integrated border management. He specialises in the introduction of special legal regimes at the state border, both in his practical work and in his research. He has extensive and friendly relations among the international community of border guards of partner services, institutions and organisations, and academics.[17] [18]

By the Decree of the President of Ukraine dated 08.10.2020 No. 425/2020, Volodymyr Nikiforenko was awarded the honorary title of Honoured Lawyer of Ukraine for his significant personal contribution to the development of the rule of law, many years of fruitful work and high professionalism.[19]

He is married has two sons and a daughter.
