Volodymyr Lipkan (born 29 October 1976, Kyiv, Ukraine) is a Ukrainian legal scholar..[1], political scientist, public figure, poet, and journalist. He holds a Doctor of Law Science degree (2009)[2] and was awarded the title of Professor in 2018. He is an academician of the National Academy of Higher Education Sciences of Ukraine and the International Personnel Academy[3].

Volodymyr is the author of more than 400 scientific publications[4]. He is the founder of the Ukrainian scientific school of geostrategy, the theory of national security, and the theoretical school Ordo Ordinans[5]. His academic interests include geostrategy, geopolitical theory, global development, artificial intelligence, and counterterrorism.

Scientific Activity

Volodymyr Lipkan is a Ukrainian researcher in the fields of national and international security, international relations, global development, information policy, and strategic communications.[6][7] He has proposed original political, legal, security, and philosophical concepts, including the theories of "homo cyberus" and "homo eraser", "security-infrastructure policy", and "state identity"[8], which explore the transformation of human identity in the digital age.[9]

Leadership

He heads the Institute of Geostrategy and Strategic Communications of the Global Organization of Allied Leadership[10]. He actively participates in international scientific conferences and has served as an advisor to the Committee on National Security and Defense of the Verkhovna Rada of Ukraine[11].

Poetic Work

Volodymyr Lipkan began writing poetry in the late 1980s. His first collection, Strings of the Heart, was published in 2006, followed by a second collection, Strings of the Soul, in 2011, and a third, The Flow, in 2025.

The main themes of his poetry include love, the meaning of life, war and peace, national identity, science, security, and politics. His work blends elements of Impressionism and Neo-Romanticism[30]
