Troy G. Rosasco is an American attorney known for his work representing victims of the September 11th terrorist attacks. He is a founding partner at the law firm Hansen & Rosasco, LLP, where he practices exclusively in the area of the September 11th Victim Compensation Fund (VCF) law.[1]
Early life and education
Rosasco grew up in Farmingdale, New York. He earned a Bachelor of Science degree from Cornell University,[2] School of Industrial and Labor Relations, in 1985. He later received his Juris Doctor from St. John's University School of Law in 1989.[3]
Legal Career
Rosasco began his legal career practicing in the areas of workers' compensation and Social Security disability law,[4] where he worked for over 25 years. In October 2001, shortly after the September 11 attacks, he completed his first case under the original September 11th Victim Compensation Fund on behalf of the family of a victim who died at the World Trade Center.[5]
Rosasco continues to represent clients under the James Zadroga 9/11 Health and Compensation Act.[6]
He is a frequent legal commentator on 9/11-related cancer and compensation claims, and has been interviewed by media outlets such as Newsday,[7] USA Today,[8] Fox News,[9] News 10 ABC,[10] and the BBC.[11]
Academic and professional affiliations
Rosasco is a former adjunct professor at St. John's University School of Law, where he taught legal topics related to his field. Together with his wife, Linda Rosasco, he established the Troy & Linda Rosasco September 11th Memorial Scholarship—an endowed scholarship at St. John’s Law awarded to students with financial need and a dedication to public service. In addition to his teaching and philanthropic efforts, Rosasco was the St. John’s Law 2025 Belson Medal Recipient.[12]
Law firm
Rosasco is a founding partner of Hansen & Rosasco, LLP, which he co-founded with attorney Daniel J. Hansen. The firm focuses solely on representing claimants under the 9/11 Victim Compensation Fund.[13]
September 11th Victim Compensation Fund and World Trade Center Health Program
Rosasco represents clients through two key federal programs established to support individuals affected by the September 11, 2001 terrorist attacks: the September 11th Victim Compensation Fund (VCF) and the World Trade Center (WTC) Health Program.
The VCF[14] provides tax-free financial compensation to individuals (or their families) who suffered physical harm or death as a result of the 9/11 attacks or their aftermath, including exposure to toxins at the World Trade Center site, the Pentagon, or Shanksville, Pennsylvania. This includes first responders, cleanup workers, and residents or workers in the surrounding areas.
The WTC Health Program,[15] administered separately by the Centers for Disease Control and Prevention (CDC), offers free medical monitoring and treatment for certified 9/11-related physical and mental health conditions. It serves both responders and survivors who were present at or near the attack sites and have since developed qualifying health issues.
