From 2001 to 2011 he worked as a freelance expert and lecturer on development policy, rural development, decentralization for GTZ, DED, Welthungerhilfe, :de:Misereor and the Department for International Development (DFID) based in London. During these years he wrote the textbook Africa in the Process of Globalization (2008) and a practice-oriented textbook Development Policy – Theories, Strategies, Instruments (2009).[4]

Another central subject of his work were retrospective analyzes / "Lessons Learned" studies on Africa, development policy, development theories, rural development, smallholders under the motto "continuity and change". The study on the processes of change in the NW province of Zambia, which was written together with his wife Maria Tekülve on a review trip "25 years later" (2015), received particular attention in the professional world.[5]
