T. Nelson Williams, II (, 18 June 1964) is a Liberian Executive Manager and Board Director who served as the Managing Director of the Liberia Petroleum Refining Company from November 2009 to May 2015.

Williams was born in Monrovia to Bassa parents. He was educated at the St. Peter Claver’s High School, Buchanan, Grand Bassa County. He completed his education in the United States, where he studied at St. Augustine’s University (previously St. Augustine’s College), North Carolina State University, and North Carolina Central University. He worked at major U.S. firms from 1986 to 2007. He served in senior positions at Bank of America, SunTrust Bank (now Truist Bank), TicketMaster, America Express, First Investors Corporation and Bass Hotels.

He returned to Liberia in 2007 to work in President Ellen Johnson Sirleaf's government as Deputy Managing Director at the Liberia Petroleum Refining Company. A position he served in until President Sirleaf appointed him as Managing Director[1].

He and partner Aaron Wheager, established Integrity Consultancy, Incorporated, a management consultancy firm in 2015.

Williams was hired by Conex Petroleum Group in 2018 as Chief Operating Officer[2]. In 2022, he was elevated to Group Chief Administrative Officer of Conex Oil and Gas Holdings, Inc., and CEO of the Conex Foundation.

Family background

Williams's parents grew up in Buchanan, Grand Bassa County, and relocated to Monrovia after graduating from High School in Buchanan. Both graduated from Bassa High School and the University of Liberia.

Williams's father, T. Nelson Williams, Sr. was born in Grand Bassa County on July 11, 1933 to the union of Horatio Williams, a trader and businessman and Rev. Hawa Andrews, an AME minister of the gospel.

Williams's mother, Ethel Joyce Ledlow Williams was born in Kolahun District, Lofa County. She later relocated to Buchanan, Grand Bassa County where she attended St. Peter Claver’s School and later, Bassa High School. She is the daughter of General Phillip F. Ledlow, a career military officer and Traffic Court Judge for Grand Bassa County. Her mother was Marian Mason Ledlow, an administrator, and postal service worker.

Early life and career

Williams was born in Monrovia in 1964. In his early years, he attended the Phillips and Barnes Preparatory School and Methodist Elementary School (now J. J. Roberts High School) from 1970 to 1973. He matriculated to the LAMCO International School, where he studied from 1973 to 1977. He then enrolled at the Carroll High School in Grassfield, Nimba County. He transferred to St. Peter Claver’s High School in 1979 when his parent transferred to Grand Bassa County with LAMCO J.V. Operating Company.

After graduating from High School (1981), Williams entered the University of Liberia in 1982. Shortly after he traveled to the U.S. and enrolled at St. Augustine’s College (now St. Augustine’s University) to further his education. He earned a bachelor of science degree in Computer Science in 1986, in North Carolina. After graduation, he worked for several years while taking post-graduate studies at North Carolina State University. He obtained a certificate in Public and Private Human Resources Management in 1992. He enrolled at North Carolina Central University in 1993 and graduated with a Master of Public Administration and Counseling from NCCU in 1995.

Life after Public Service

In 2015, Williams and partner established Integrity Consultancy[3], Incorporated, a Management Consultancy Firm which focuses on Human Resources Management, Organization Development, Petroleum Services, and Project Management.

He is a Partner and Chairman at Liberia HR Jobs, the largest Liberian jobs board for employers and employment candidates.

In 2018, Williams was hired by Conex Petroleum Group as Chief Operating Officer. In 2022, he was elevated to Group Chief Administrative Officer of Conex Oil and Gas Holdings, Limited and CEO of the Conex Foundation under the leadership of Cherif M. Abdallah.

While at LPRC, in 2008, Williams founded Servants of All Prayer Assembly (SOAP)[4], a non-profit, non-political organization charged with the mandate to intercede for the nation by praying for the nation and conducting programs and activities that will improve the spiritual, economic, gender equality, safety, and peace in Liberia.

Personal life

In 1996, Williams married Soni Frances Karnga. They have two daughters. He grew up as a Catholic, but later joined Harvest Intercontinental Ministries. He served as president of the Harvest Cathedral Men’s Department from 2007 to 2017. He is currently a Trustee at Harvest Wonderland, Marshall City, Liberia.

His daughter Hadiya Christa Williams is a student at the University of Georgia, Athen, Georgia in Journalism and Dance. His younger daughter, Talia Soni Williams is a student at The Cyber-Ed Christian School of Excellence located in Monrovia, Liberia. Cyber-Ed was founded by her mother, Soni Karnga Williams.
