The Wegner Senat is the current government of Berlin, sworn in on 27 April 2023 after Kai Wegner was elected as Governing Mayor of Berlin by the Abgeordnetenhaus of Berlin on the 3rd Ballot.[1][2] It is the 29th Senate of Berlin.

It was formed after 2023 Berlin repeat state election by the Christian Democratic Union (CDU) and the Social Democratic Party (SPD). The two major partys formed a Grand Coaltion after the coaltion agreement was ratified by both partys internaly.[3][4] Excluding the Governing Mayor the senate comprises ten ministers, referred to as Senators. Five are members of the SPD, four are members of the CDU and one is an independent politician (nominated by the CDU)

Formation

The previous Senate was a coaltion government consisting of the SPD, Left and Greens led by Governing Mayor Franiska Giffey. After the Constitutional Court of the State of Berlin declared the results of the 2021 Berlin state election invalid due to numerous irregularities a repeat election was ordered within 90 days of the Courts ruling.[5] Since the election was a repeat election the canditates could not be changed and therefore they were the same as in the 2021 Berlin state election.

The election took place on 12 Febuary 2023 and resulted in the worst election result for the SPD in the history of the state. The CDU grew by over 10 perentage points and became the largest party in the Abgeordnetenhaus by a wide margian. All the partys of the governing coaltion declined. The Free Democratic Party (FDP) fell to 4.6% of the vote and lost all their seats, since they had not managed to get at least 5%, the threshold for entering the Abgeorndetenhaus.[6][7]

On 2 March 2023 Kai Wegner the head of the CDU in Berlin announced that his party would be negotiating with the SPD. After a few weeks of discussions, the two partys came to a coatlion agreement, which was presented on 3 April 2023.[8] On 24 April the members of SPD in Berlin approved the agreement with 6179 Members (54,3%) voting in favor and 5200 against it .[9] A day later the CDU state party conference unanimously approved the coaltion.[10]

Wegeer failed to win a majorty of the votes cast in the first and second ballot with 71 Members voting for him in the first round and 76 in second. In the third ballot he won 86 out of 159 votes, with 70 agianst and three abstentions.[11][12][13] The AfD claimed to have voted for Wegner in the secret ballot, though he stated that he believes all of the 86 votes came from his coaltion and that the AfD was trying to "cause Chaos".[14]
