Ruolz Ariste is a Haitian-born health economist based in Canada. He is an adjunct professor at the School of Public Policy and Administration at Carleton University,[1] and is also affiliated with Université du Québec en Outaouais (UQO).[2] He has published peer-reviewed research on health workforce planning, health expenditure evaluation, and physician remuneration while holding non-tenure-track academic positions.[1]
Education and academic affiliations
Ariste holds a Ph.D. in industrial relations from Université Laval, with a major in labour economics and public policy applied to the health sector.[3] He is an adjunct professor at Carleton University, where his faculty profile lists research interests in health economics, labour economics, and public policy evaluation.[1] He is also affiliated with Université du Québec en Outaouais.[2]
Career
Ariste has worked with the Canadian federal government as a senior economist at Health Canada, and with the Canadian Institute for Health Information (CIHI), where he held a lead position in the physician information department.[4][5]
Research
Ariste's research on health spending efficiency includes a 2017 study co-authored with Livio Di Matteo, published in the International Journal of Health Economics and Management. The paper evaluated the cost-effectiveness of aggregate health spending in Canada from 1980 to 2012, estimating cost per quality-adjusted life year (QALY) gained at $16,977 for the general population and $14,968 for seniors under a medium contribution scenario.[6] Subsequent research on health expenditure and outcomes in Canada, Italy, and the Netherlands has cited this work.[6]
In 2018, Ariste published an article in Healthcare Policy analyzing Medicare cost drivers during the 2004–2014 Health Accord period in Canada.[7]
Ariste's work on nursing labour markets includes a 2019 study co-authored with A. Béjaoui and A. Dauphin, published in the International Journal of Health Planning and Management, on nurses' labour market effectiveness and regional shortages.[8] In 2023, he published research in Healthcare Policy on the distribution and migration of recent healthcare graduates in Canada.[9] He has published about 20 scholarly articles in peer-reviewed journals.
He has served as a reviewer for academic journals and publishers including Health Economics, the Canadian Medical Association Journal, and Yale University Press.
Other activities
Among philanthropic activities related to his native country, Ariste is affiliated with ISTEAH (Institut des Sciences, des Technologies et des Études Avancées d'Haïti), a Haitian higher education institution. He has also been involved with the I-SCORE Foundation.[10]
He is the author of a book on equity and inclusion focusing on Blacks, the Haitian diaspora, and locals.[11][12]

French and English Canadian media outlets have cited Ariste as a source on health workforce and remuneration issues.
