Rufinus Joseph Kotini (born 30 October 1989) is a Tanzanian engineer specializing in electronics, telecommunications, and information security. He currently serves as a Telecom Engineer at the Tanzania Electric Supply Company Limited (TANESCO) and as a Technical Advisor at Wayatek Limited.[1] He is known for his work in energy systems integration, cybersecurity within the power sector, and the application of information technology in national energy infrastructure.[2]

Early life and education

Rufinus J. Kotini was born on 30 October 1989 in Arusha, Tanzania. He is the first-born child of Joseph M. Kotini, a retired lecturer and pastor, and the late Pia Edward Chundus, a long-serving pastor of the Evangelical Assemblies of God in Tanzania (EAGT).[3]

Kotini attended Kaloleni Primary School from 1997 to 2003, followed by Arusha Secondary School (2004–2007), where he obtained his Certificate of Secondary Education. He then joined Mwenge High School and completed his Advanced Certificate of Secondary Education in 2010.

He earned a Diploma in Electronics and Telecommunication Engineering from the Arusha Technical College (2010–2014) and later pursued a Higher Diploma (2014–2016) in the same field. In 2022, he completed a Bachelor of Engineering in Electronics and Telecommunication Engineering from the Dar es Salaam Institute of Technology (DIT). Kotini is currently pursuing a Master of Science in Information Security at the Institute of Accountancy Arusha (IAA).[4]

Career

Rufinus J. Kotini began his professional journey as a teacher at Nakido Secondary School and Lise Primary School in 2014. He later joined the Tanzania Electric Supply Company Limited (TANESCO) as a technician intern from 2017 to 2019, where he worked on computer maintenance and field support activities.

From 2019 to 2023, he served as a System Operator at TANESCO, where he was responsible for monitoring and controlling power feeders to reduce outages and improve operational reliability. In May 2023, he was appointed as a Telecom Engineer at TANESCO, overseeing Network Management Systems (NMS), substation communication integration, fiber optic maintenance, multiplexers, chargers, and power backup systems.[5]

He also works as a Technical Advisor at Wayatek Limited, a technology and environmental research consultancy firm, where he contributes to ICT infrastructure and project coordination.[6]

Research and projects

Rufinus J. Kotini has led and participated in several academic and technical research projects. His undergraduate research titled *Automatic Solar Submersible Pump Control for Irrigation* focused on renewable energy applications for agricultural productivity.[7]

His earlier diploma project involved the design of a sinusoidal inverter charger system for small-scale energy systems. His research interests include energy system resilience, cybersecurity in smart grids, and digital transformation within Africa’s energy networks.[8]

Professional memberships

Rufinus J. Kotini is registered as a Graduate Engineer with the Engineers Registration Board (ERB) of Tanzania.[15] He is also a certified member of the Information and Communication Technologies Commission (ICTC) and the Tanzania Renewable Energy Association (TAREA).[16][17]

Personal life

Rufinus J. Kotini is married to Sara M. Shukia, a PhD researcher, environmental research coordinator at Wayatek Limited, and CEO of Sashu Beauty Point.[18] They have been partners since 2009 and married on 21 July 2018. The couple shares a professional interest in sustainability, research, and technology innovation.
