Rosa Maria Locatelli Kalil is a Brazilian architect and urbanist. She holds a degree in Architecture and Urbanism from the Federal University of Rio Grande do Sul (1978) and in Economics from the University of Passo Fundo (1993). Additionally, she obtained her master's degree in Engineering from the Federal University of Rio Grande do Sul (1983) and a Ph.D. in Architecture and Urbanism from the University of São Paulo (2001).

Throughout her extensive career, Rosa Maria Locatelli Kalil has played an active role in academia as a professor and administrator. She is a retired full professor at the University of Passo Fundo, where she worked as a professor, researcher, and extensionist in the courses of Architecture and Urbanism, Specialization in Urban Management and Municipal Development, Specialization in Socioenvironmental Education, and the Graduate Program in Civil and Environmental Engineering.

Rosa Maria also has specialization courses in Social Pedagogy from the University of Passo Fundo (2001) and Teacher Training in Distance Education from the Federal University of Paraná (2002).
