Joseph Romesh De Silva, PC is a Sri Lankan lawyer, and former President of the Bar Association of Sri Lanka. De Silva was the youngest President's Counsel appointed in Sri Lanka. A very senior Sri Lankan lawyer with over 50 years of experience in the legal profession. He was admitted to the Bar in 1971, he has had distinguished career as a lawyer in Sri Lanka, spanning over five decades. [1][2][3][4]

He has been involved in various legal fields and has left his mark on each one. He has contributed significantly to the development of law in many areas, including medical negligence, labor law, defamation law, and fundamental rights litigation. De Silva has participated in numerous international arbitrations and has served on various committees and organizations, including the Law Commission of Sri Lanka, which he chaired for seven years. He has also served as Chairman of the Committee of Experts appointed to formulate a new Constitution for Sri Lanka,[9] Chairman of the Law Commission of Sri Lanka, of several advisory committees.[5][10][11][12]

De Silva attended St. Joseph's College, Colombo, where he was a successful student in both academics and sports. He later received a Bachelor of Laws degree from the University of Colombo, following which he attended the Ceylon Law College.

After completing his education, De Silva began his legal career as an Advocate of the Supreme Court of Sri Lanka. He quickly became one of the most distinguished and respected lawyers in the country. He was appointed as President's Counsel in 1985, making him the youngest lawyer to receive this honor.

De Silva's career has spanned a wide range of legal fields, and he has left his mark on each one. His contributions include the refinement of legal concepts and principles, filling gaps to suit modern needs, and nurturing the law as a potent instrument for accomplishing public good.
