Known forinvolvement in infrastructure, mining, and consumer goods industries

Roberto Gerard L. Nazal Jr. is a Filipino businessman and political figure known for his involvement in infrastructure, mining, and consumer goods industries. He gained public attention in 2022 and again in 2025 due to his controversial entry into Philippine Congress through the party-list system. He was proclaimed by the Commission on Elections (Comelec) as the representative of the Magsasaka Partylist in October 2022 and took his oath, however his assumption of the position was subsequently nullified by the Supreme Court in August 2024.

Business Career

Nazal is reportedly involved in various sectors including mining, infrastructure development, and consumer retail. He has been described in media reports as a billionaire contractor with a wide-ranging portfolio. However, specific details about his business holdings remain limited in public documentation.

Political Career and Controversies

Magsasaka Party-list Controversy (2022–2024)

In 2022, Nazal attempted to run for Congress under the PASAHERO Party-list, but failed to secure a seat. Several weeks later, he was proclaimed by the Commission on Elections (COMELEC) as the representative of the Magsasaka Party-list, despite not being a listed nominee nor a member of the party.[1]

His assumption of office sparked protests from agricultural groups and drew scrutiny from election lawyers. Critics argued that his appointment represented a violation of the spirit of the party-list system, which was designed to empower marginalized sectors.

Nazal's appointment was later challenged in the Supreme Court, which issued a ruling in May 2024 disqualifying him from representing the Magsasaka Party-list. The decision cited his lack of affiliation with the party and absence from the official list of nominees.[2]

Connection to DV Boer and Dexter Villamin

Nazal's entry into Congress was allegedly facilitated through ties with Dexter Villamin, the embattled figure behind the DV Boer Farms investment scandal. Reports claimed that their coordination enabled Nazal to bypass nomination procedures and take an oath before COMELEC despite not representing the agricultural sector.[3]

Bagong Henerasyon Party-list (2025)

In 2025, Nazal resurfaced as the first nominee of the Bagong Henerasyon (BH) Party-list. His return was accompanied by new allegations of political orchestration involving the Members Church of God International (MCGI) and its leader Daniel Razon.[4]

According to an investigative report by MCGI Exiters, Razon authorized MCGI's organizational machinery—including church workers, vehicles, and logistical resources—to support BH's 2025 campaign. UNTV-branded vehicles were reportedly used to transport BH campaign materials, and church members were mobilized to assist the campaign under spiritual pressure.[4]

Nazal's renewed candidacy was criticized by watchdog groups and former MCGI members as an example of elite and sectarian capture of the party-list system. The case prompted calls for stricter enforcement of the Omnibus Election Code and electoral reforms to prevent similar incidents.
