Roberto Fulcar Encarnación (La Rancha, San Juan, Dominican Republic, 1962) is a Dominican educator, social activist, academic, consultant and political leader, appointed by the President of the Dominican Republic, Luis Abinader, as Minister of Education, on the 16th of August 2020.[1]
Career
He has been a teacher at all levels and educational modalities at a national and international level, also being a facilitator in master's degrees.
As a consultant he has been involved in education projects, as well as strategic planning, politics, institutional development, research, and leadership.
As a trade unionist, he was the national vice president of the teachers' union (ADP). He accompanied Milagros Ortiz Bosch in the Secretary of Education as Undersecretary, during the government of Hipólito Mejía.[2]
On August 16, 2020 he was appointed Minister of Education by the President of the Dominican Republic, Luis Abinader.[3]
