Rafael Mangino was a Mexican official, treasurer and politician. He developed an important role as a Public Administration Official; he was finance secretary of Morelia, treasurer of the Triguarante army, part of the faction led by General Antonio López de Santa Anna, was deputy and president of the first Constitutionalist Congress of Mexico, secretary of Finance during the government of Anastasio Bustamante, and during that of two other interim presidents. He passed away on June 14-15, 1837, at the age of 49. He was a centralist and conservative, and a firm opponent of the creation of the Bank of Avío.

Biography

He was born in the city of Puebla, Puebla in the year 1788. He was baptized on March 21, 1789. The son of a prominent knight of the order of Carlos III, he began his career in the life of arms in 1805, when he entered as an officer in the Tlaxcala Provincial Militia Regiment. A few years later, he left the military to take up a position as the Secratary of the Viceroyalty. Thus, he traveled to Spain at the end of 1813, while visiting different parts of France. He returned to Mexico as administrator of Tabacos in San Luis Potosí. He was Minister Treasurer of the Cajas de Valladolid (Morelia) in 1819. After the occupation of Puebla by Agustín de Iturbide, in August 1821, Mangino put himself at his service and was appointed General Treasurer of the Triguarante Army. He was a deputy of the first Mexican Congress and president of the same. He was appointed Senior Accountant of the Treasury by the First Constitutionalist Congress. He was Minister of that branch twice: from January 8, 1830 to August 19, 1833, in the government of Anastasio Bustamante; and from September 3 to 20, 1836, in the interim governments of Miguel Barragán and José Justo Corro. He was married on October 21, 1830 in the Parroquia del Sagrario, in Mexico City.

Works

Being president of the Congress, he placed the imperial crown on General Agustín de Iturbide, thus crowning him as the emperor of Mexico, on July 21, 1822. During his tenure as Minister, he reorganized the collection offices, establishing a general directorate of income, separate from the Ministry. This allowed revenue to increase. He was able to cover all the expenses of the treasury, including the army budget and the pensions of retirees and widows, without incurring any debt. In Congress there were two trends regarding the form of territorial organization of the nascent Mexican State. He never agreed with the creation of Banco del Avío. At the time of his death, he was a member of the Conservative Power, created by the same Constitution of that time.
