Rabiu Suleiman Bichi (born 27 March 1963), also known as Rabiu Suleiman Yusuf, is a Nigerian quantity surveyor, public administrator and politician. He is the Managing Director of the Hadejia–Jama’are River Basin Development Authority (HJRBDA), appointed by President Bola Tinubu in December 2024.[1][2][3]
He previously served as Secretary to the Government of Kano State from 2011 to 2016 under Governors Rabiu Musa Kwankwaso and Abdullahi Umar Ganduje.[4][5][6]
Early life and education
Bichi was born on 27 March 1963 in Bichi, Kano State, Nigeria.[7] He attended Bichi Chiranci Primary School and Science Secondary School Dawakin Kudu. He earned a BSc in Quantity Surveying from Ahmadu Bello University (1986) and an MBA from Bayero University Kano.[8]
Career
Bichi began his professional career with the Federal Capital Development Authority in Abuja and later served as Managing Director of the Urban Development Bank of Nigeria and the Kano State Environmental Planning and Protection Agency (KASEPPA).[8]
From 2011 to 2016 he was Secretary to the Government of Kano State, coordinating inter-ministerial activities and policy implementation.[9][10][11]
In December 2024, President Tinubu appointed him Managing Director of the Hadejia–Jama’are River Basin Development Authority. Upon assuming office in April 2025, he listed water supply and irrigation expansion as his main priorities.[12]
Political activity
Bichi was the PDP Chairman in Kano State from 2018 to 2020.[13] He later joined the All Progressives Congress (APC) and served as Director-General for the Tinubu/Shettima and Gawuna/Garo campaign teams in Kano during the 2023 general elections.[14]
Personal life
Bichi is married with children.[8]
