RED-Rochester, LLC is a district energy utility serving the Eastman Business Park in Rochester, NY.[1]

RED-Rochester was formed in 2013 when Eastman Kodak sold the Eastman Business Park's utility infrastructure to Recycled Energy Development as part of Kodak's bankruptcy proceedings.[2] RED-Rochester was later sold in 2016 to Ironclad Energy Partners, a joint venture of Stonepeak Infrastructure Partners and Ironclad Energy Ventures LLC.[3] RED-Rochester was sold again in 2021, this time to the SDCL Energy Efficiency Income Trust (SEEIT), which is in turn owned by Sustainable Development Capital LLP (SDCL).[4][5][6][7][8] RED-Rochester remains owned by SEEIT as of November, 2023.

Utility Services

RED-Rochester provides a full suite of utilities to the Eastman Business Park.[1][9]

Electric

  • 125MW firm generation capacity from on-site steam turbine generators[10]
  • Generated and distributed at 13.8kv; delivered to customers at 480v.
  • Backup interconnections with local utility (Rochester Gas & Electric)

Steam

  • 1,500kpph firm capacity from utility-grade boilers
  • Generated at 1400psig/900°F; distributed at 260psig, 140psig, 70psig, and 5psig.

Chilled Water

  • 40,000 tons installed capacity (nominal supply temperature 40°F).
  • Generated by a combination of electric and steam-driven centrifugal chillers.[11][12]

Process Water

  • 54 million gallons per day capacity.
  • Primary water source is from Lake Ontario, with public water system backup.

Wastewater Treatment & Sewer

  • 36 million gallons per day capacity, with Title V / RCRA permitted multiple hearth incinerator.

High-Purity Water

  • 300 gal/min firm capacity of reverse osmosis deionized water - minimum resistivity 2 megohms

Demineralized Water

  • Treated process water using anion and cation exchangers with maximum conductivity of 4 micromhos

Compressed Air

  • 40,000 scfm capacity, distributed at 80psig with a maximum dewpoint of 55°F.

Nitrogen

  • 148,000 standard cubic feet per hour installed on-site plant capacity with equivalent capacity of backup liquid vaporizers. Minimum purity is 99.999% with a nominal gauge pressure of 80 psig and a maximum dew point of -100°F.

Natural Gas

  • Distributed at 40psig.

Notable Projects

  • In 2018, RED converted all steam production to be fueled by natural gas with #2 fuel oil backup. Prior to this conversion, RED's primary fuel source was coal. As part of this project, 4 new natural-gas fired boilers were installed (#45-48), and 1 existing coal boiler was converted to natural gas (#44). The remaining coal-fired boilers were decommissioned.[13][14][15][16][17]
