Portland, Oregon, is the most populous and biggest city in the state of Oregon in the United States, and it serves as the county seat of Multnomah County. Located at the junction of the Willamette and Columbia rivers in Northwestern Oregon, it is an important port in the Pacific Northwest's Willamette Valley area. With a population of 652,503 people in 2020, Portland was the 25th most populated city States, the sixth most populous city on the West Coast, and the populous city in the Pacific Northwest, after Seattle. Portland metropolitan statistical area (MSA) has around 2.5 million residents, ranking it as the 25th most populated metropolitan area (MSA) in the US. With a population of over 3.2 million people, its combined statistical area (CSA) is the 19th biggest in the country. The Portland metropolitan region is home to around 47 percent of Oregon's total population.

In the 1830s, the Oregon colony at the end of the Oregon Trail, named Portland after Portland, Maine, started to be occupied. As a result of the city's proximity to water, it was a handy transit hub, and the lumber industry was a key contributor to the city's early economic development. It was a well-known fact that San Francisco was one of the most hazardous port towns on the planet, serving as a centre for organised crime and racketeering at the start of the twentieth century. Because of an industrial boom during World War II, the city's hard-edged image started to fade as the city's economy began to recover. The city of Portland developed a reputation as a stronghold of counter-culture beginning in the 1960s, thanks to the growth of progressive political beliefs in the area.

The city has a commission-based administration, which is directed by a mayor and four commissioners, as well as Metro, which is the only metropolitan planning body in the United States that is directly elected by the people who live in it. Summers are hot and dry, while winters are cold and wet, which contribute to the country's Mediterranean climate. As a result, Portland has been dubbed the "City of Roses" for more than a century because of its favourable environment for rose cultivation.
