Philip Colin Treleaven (born 1950) is a British computer scientist and professor at University College London (UCL). His research focuses on computer architecture, financial computing, and regulatory technology. Treleaven is a professor of computer science at University College London. He previously served as pro-provost international for UCL and as director of the UK Centre for Financial Computing. His early research involved data flow computer architectures that influenced the development of Field Programmable Gate Arrays. His work has expanded to include quantum computing and DNA-programmable biological microcomputers. Treleaven has contributed to several fields of computer science and its applications. In collaboration with Giuseppe Nuti, he contributed to the development of algorithmic trading platforms in Europe. He directed the Doctoral Training Centre in Financial Computing at UCL. He has also worked with the UK Financial Conduct Authority on regulatory automation, and some sources credit him with popularizing the term "RegTech" (Regulatory Technology). Treleaven has served as an advisor on research programs to various governmental bodies, including Japan's Ministry of Industry Fifth Generation program and the European Commission ESPRIT program. He later chaired the Luxembourg Research Council's FinTech panel. In 2000, Treleaven directed the UK National Sizing Survey (SizeUK), which gathered anthropometric data on the UK population. He has published on applications of 3D body scanning technology in healthcare and other domains. Treleaven has been involved in technology entrepreneurship and has co-founded several start-ups. He taught a course on technology entrepreneurship at UCL beginning in 1995. He is also the author of "Art of Shooting," a handbook on target shooting.
