Hoy was born in 1952. He has a BA from the University of York and a PhD in philosophy from the University of Leeds.[1]

In 1998, Hoy co-founded (with Peter Dale and Ian Hamilton) Between The Lines, a small press devoted to publishing book-length interviews with senior contemporary poets.[2] The editorial board was joined later on by J. D. McClatchy, then editor of The Yale Review.[3] Among others, the series featured John Ashbery, Thom Gunn, Donald Hall, Seamus Heaney, Anthony Hecht, Donald Justice, Charles Simic, Richard Wilbur, and W.D. Snodgrass.[4]

In 2002, Hoy founded The Waywiser Press, and the press continues to publish new work to this day.[5] The Waywiser Press has published numerous poets, including Richard Wilbur, Mark Strand, Anthony Hecht, and more.[6] While the press’s primary concern has been with contemporary poetry, it has also published novels, short stories, memoirs, letters, aphorisms, and literary history.

In 2005, Hoy and Waywiser’s Senior American Editor, Joseph Harrison, established the annual Anthony Hecht Poetry Prize which rewards the winner with publication of his/her collection as well as paying them a purse of $3,000.[7]

In 2022, Hoy published a book-length essay titled M. Degas Steps Out which was widely praised by reviewers. The essay is a 96-page meditation on a nine-second sequence of black and white film showing the ageing French artist Edgar Degas walking along a Parisian boulevard.[8] The Observer called it "striking" in their review.[9]

Hoy has edited Anthony Hecht’s Collected Poems, which Alfred A. Knopf will publish in November 2023.[10]
