Peter Liu is a Chinese-American venture capitalist and the founder and chairman of WI Harper Group, a cross-border venture capital firm established in 1993. He is recognized as one of the early participants in the development of venture capital markets in Taiwan and China.
Early life and education
Liu was born in Beijing and raised in Taipei. He received his education at the University of California, Berkeley.[1]
Career
Early career
In 1985, Liu co-founded Walden International, which grew to manage US$1.7 billion in assets.Prior to founding WI Harper Group, Liu served as a general partner at Walden International Asia, where he established joint venture partnerships with several Asian governments and helped raise US$400 million, including the China Walden Fund.[2]
Liu's involvement with Asian venture capital began in 1983, when K.T. Li, considered Taiwan's "high tech godfather," invited him to help establish the venture capital community in Taiwan.[2] Taiwan formally introduced venture capital in 1984, with the government establishing regulations and tax incentives to encourage the industry's development.[3][4]
WI Harper Group
Liu founded WI Harper Group in 1993.[5] The firm's Chinese name, "Mei Shang Zhong Jing He," translates to "Economic Cooperation between U.S. and Greater China," reflecting its bridge-building philosophy between Silicon Valley and Asia.[1] Stanford Business School profiled this approach in a 1998 case study titled "Bridge Between Silicon Valley and Asia."[2]
According to a 2016 company announcement reported by PR Newswire, WI Harper Group closed its eighth venture fund at US$175 million, bringing total assets under management to approximately US$1 billion.[6] The firm operates offices in San Francisco, Beijing, and Taipei.[6]
Recognition
In 2020, Liu received the Lifetime Achievement Award at the 18th Annual Global Views Leaders Forum in Taipei. Global Views is Taiwan's leading business magazine, and the award recognizes individuals who have made significant contributions to society. Previous recipients include TSMC Chairman Morris Chang.
