Pavlo Pavlovych Hrabskyi (born April 14, 1992, in Khyriv, Staryi Sambir Raion, Lviv Oblast, Ukraine) is a Ukrainian public figure and civil servant. He is a citizen of Ukraine. He has served as the Head of the Lviv District State Administration since March 5, 2025.[1] Previously, he held the positions of First Deputy (2023–2025) and Deputy (2021–2023) Head of the Sambir District State Administration.[2]
Biography
Early years and education
Born on April 14, 1992, in the town of Khyriv, Staryi Sambir Raion, Lviv Oblast.[2]
Hrabskyi studied at the Lyceum named after Bishop Ivan Khoma (at that time, the Khyriv Gymnasium-Boarding School). The educational process at the institution involved skipping the 4th grade, and Pavlo Hrabskyi completed the 10th-11th grade curriculum as an external student.
In 2007, at the age of 15, Hrabskyi enrolled at Lviv Polytechnic.
In 2011, he obtained a bachelor's degree in Philology.[2]
In 2012, he graduated from the same university with a specialist's degree in "Applied Linguistics and Computer Technologies," earning the professional qualification of a linguist-informatician and translator of English and German languages.[2]
From 2022 to 2023, he obtained a second higher education degree from Lviv Polytechnic in "Public Management and Administration."
Hrabskyi has undergone training and internships at:
- Konrad Adenauer Foundation: "School of European Politics," "School of Political Success" (2016).[3]
- USAID DOBRE Program: training on local self-government issues (2018).[3]
- Barack Obama Foundation: "Obama Fellowship Leader's" distance learning course (2019).[3]
Hrabskyi is fluent in Ukrainian (native), English, and German, and has conversational skills in and Polish.[2]
Career
Hrabskyi began his career at the age of 14 at the Slokhynyvskyi brick factory in the village of Slokhyni (as a minor, based on a work permit signed by his mother), where he worked as a laborer during the summer periods of 2007–2010 while studying at the university.[2]
In 2011-2012, he worked as a loader at a furniture factory.
From 2014 to 2018, Hrabskyi worked as a trainer and development director at the "Intersport" sports and health club.
From October 2018 to October 2019, he worked in Łódź, Poland, as a production worker and coordinator at the company Dell.[2]
Civic and political activity
In 2012, Hrabskyi was a volunteer translator during the UEFA Euro 2012 football championship matches held in Lviv.
In 2017, he became the head of the Lviv city branch of the All-Ukrainian youth non-governmental organization "Batkivshchyna Moloda" (Youth Fatherland).[4] In 2018, Hrabskyi participated in the national television project by Starlight Media called "Novi Lidery" (New Leaders), where he was among the top 100 participants.[4]
In 2020, Hrabskyi ran as an independent candidate for the position of head of the Khyriv urban amalgamated territorial community. According to the results of the local elections on October 25, 2020, he finished in second place with 1,488 votes (25.1%), trailing the first-place candidate by 4.2%.[5] He is a co-founder of the NGO "Interfutsal Club" – a children's futsal school, and a member of the NGOs "Lviv Regional Association of Employers' Organizations" and "Dobrobut" (Welfare).[3]

Family
Mother — Iryna Yosypivna Hrabskа. A teacher by profession, she worked as a deputy director of studies (''zavuch'' in Ukrainian) at a school in Khyriv; her total teaching experience is 47 years.
Father — Pavlo Dmytrovych Hrabskyi, a pensioner. His parents divorced when Pavlo Hrabskyi was one year old. He was raised by his mother.
Wife — Olesia Yaroslavivna Hrabskа, a sole proprietor.
Declarations and assets
In his 2024 declaration, Pavlo Hrabskyi reported a salary of UAH 736,000 from the Sambir Raion State Administration, while his wife declared an income of UAH 5.8 million from her business activities.[6] In 2024, Olesia Hrabskа purchased a 2017 Kia Soul and became a co-owner of two land plots and a residential house (122.7 m²) in Obroshyne through an inheritance agreement[6]
