Dr. Najibullah Amin (Dari: نجیب‌الله امین) or Najib Amin is an Afghan legal scholar and practitioner, holding a PhD in socio-legal studies from Leiden University.[1] He is the author of Law, Governance, and Development in Afghanistan[2], a work rooted in his doctoral research at Leiden Law School[3] [4] that explores the intersections of legal reform and state-building in Afghanistan. Beyond this, he has contributed essays, analyses, and interviews across multiple platforms on issues of law, governance, and development.[5] [6] [7] [8] [9] [10] Building on this foundation, Amin continues to push the boundaries of research at the nexus of international law and state-building, with a particular focus on transitional and developing societies emerging from protracted conflict and instability.[11]

Career

Najib Amin has been a faculty member with Kabul Law school 2002-2021. Alongside his academic role, he held senior positions in the government of the Islamic Republic of Afghanistan, including commissioner for civil service reform, director general for senior civil service appointments, cabinet under secretary, deputy director-general for the Office of the Government, and academic coordinator for the Constitution Commission of Afghanistan. [12] [13] [14] [15] [16] Between 2008 and 2019, he acted as policy manager for several Loya Jirga in Afghanistan. Amin has also worked with international organizations, notably The Asia Foundation, where he advised on elections, subnational governance reform, and led its public opinion polling portfolio. He also served as a member of steering committee for largescale WB funded Capacity Building for Results (CBR) program.

Awards

Najib Amin is the recipient of four presidential awards, including two First Grade Certificates, the High Government Medal of the Conqueror of Maiwand Ghazi Mohammad Ayoub Khan, and the High Government Medal of the Conqueror Ghazi Wazir Mohammad Akbar Khan.[17] These honors recognized his leadership and efforts to institutionalize professionalism at the heart of government, particularly within the Office of Administrative Affairs and the Council of Ministers’ Secretariat. He was also awarded by international organizations such as the Asia Foundation—becoming one of the first Afghan employees to receive a prestigious recognition for outstanding professionalism and quality of work.
