Mohamed Mahmoud Mahran (or Mahran) (Arabic: محمد محمود مهران; born 1988) is an Egyptian Professor of Public International Law, Secretary General of The International Committe for The Defense of Water resources, and President of Board of Directors of Family Harmony Association.[1]
Career
In 2012 He worked as a consultant at the Arab Union for the Protection of Intellectual Property Rights, and as a Legal Counsel & state attorney at Alexandria University in the legal departments sector which related to the Ministry of Justice (Egypt).[2] [3][4]
He was an observer of People’s and Shura Council Election in 2012, the referendum on the constitution in 2013, the presidential and parliament Election in 2015 from the Supreme Judiciary Committee for Election;
Also, he held the position of Adviser to a number of Institution inside and outside Egypt, such as Legal Advisor (Office for the Administrative Review of the Detention of Enemy Combatants) to Al-Madar Newspaper which issued under the license of the Supreme Council for Press, The Technical institute for Science and Technology, New Egypt Association, and Revolution Egypt Party «The Egyptians Now», He was seconded as a consultant in 2012 in the State of Kuwait, and in the United Arab Emirates in 2014.[5]
Mahran chosen as general Coordinator for International Relations of the State Lawyer Union for the West Delta sector, where he participated in the preparation of a draft law to establish an independent authority for state lawyers «lawyers of legal departments in authorities, universities, banks, public sector companies and Business. Education
In 2002 He joined Gamal Abdel Nasser Military Secondary school, and he graduated from the Faculty (division) and Political science, Beirut Arab University in 2009;
Mahran obtained a diploma in public law in 2011, a Diploma in Administrative Science in 2012, and he equivalent to a Master's degree in law from Alexandria University in 2012.[9]
also, he obtained a Master's degree in Business administration from the American University of Zeus, and he passed the course of strategic studies and national security at Gamal Abdel Nasser, in addition to obtaining a doctorate in law in 2021 from the Department of Public International Law at the Faculty (division), Alexandria University, with a very good grade, [10] [11] [12]under thesis title «arbitration in disputes International Rivers». [13] [14]
Mahran specialized in international and border disputes, specifically in Fresh water disputes, including International Rivers such as the Nile river, Tigris and Euphrates River, which are generally called international watercourses in accordance with the United Nations Convention on Biological Diversity on the Law of the Use of International Watercourses for Non-navigational Purposes of 1997. [15]
Memberships and activities
In 2010 Mahran contributed to the establishment of the Arabs Union for International Arbitration, and in 2020 obtained the memberships of the American Society for International Law «ASIL»[16][17] and the European Society for International Law «ESIL».[18] [19]
Also, He was a member of the Arab Lawyer, and he participated in the Presidential Program for Qualifying Youth for Leadership[20] He is also a member of the General Secretariat of the General Union of State attorney. [21] [22] [23]

1) «Arbitration in International Rivers» The book revolves around the importance of international arbitration in international and border Rivers disputes due to the finality and binding of its rulings, as many countries do not want to resort to arbitration due to its compulsory nature, and countries often resort to Negotiation in order to settle disputes between them, also the book deals with legal system of arbitration and the procedural system.[24] [25]
2) «The Legal System of International Rivers» The book deals with the legal system of international watercourses of all kinds, theories related to sovereignty, and peaceful means of settling international disputes.
3) «Maritime Agreements on objectives and Treaty» The book deals with Convention and treaties related to maritime law and The Law of the Sea.
4) «International Agreements Related to International Watercourses and The Settlement (litigation)» The book deals with International Agreements related to international waters and River and all international watercourses of all kinds, as well as Agreement related to the settlement of such disputes, such as the Hague Conventions of 1899 and 1907 for the Peaceful Settlement of Disputes.
