Miguel César Domingos Bembe is an Angolan diplomat and academic. He is the Ambassador Extraordinary and Plenipotentiary of Angola to Ethiopia and the country's Permanent Representative to the African Union (AU) and the United Nations Economic Commission for Africa (UNECA). He also serves as non-resident ambassador to Djibouti, Sudan and Eritrea.[1][2]

Education

Bembe earned a Bachelor's degree in Informatics Analysis (1999) from the Institut Supérieur d’Informatique, Programmation et d’Analyse (ISIPA) and an engineering degree in Management Sciences (2001) from the Université Technologique Bel-Campus (UTBC) in Kinshasa.

He has a master's degree in Strategy (2009), and a Ph.D. in Social Sciences, specializing in Political Science (2014), from the Instituto Superior de Ciências Sociais e Políticas (ISCSP), University of Lisbon.[3]

His doctoral dissertation was titled Partilha do Poder no Enclave Angolano de Cabinda: Modelo e Processo.[4]

Academic career

Bembe is an associate professor at Agostinho Neto University, in the Faculty of Social Sciences. He has also worked with the Academy of Social Sciences and Technologies (ACITE) as a collaborator.[1]

Diplomatic career

Bembe joined the Ministry of Foreign Affairs (MIREX) in 2011. He served as Consultant to the Minister of Foreign Affairs (2012–2018), Director of the Office of Studies, Planning and Statistics (2018–2020) and Director for Africa, the Middle East and Regional Organizations (2020–2023).[1]

He was promoted to ambassador in 2020 and, in March 2023, was appointed ambassador to Ethiopia and permanent representative to the AU and UNECA.[5] He presented his credentials to Ethiopian President Sahle-Work Zewde in April 2023.[6]

At the AU, Bembe became Chairperson of the Committee of Permanent Representatives (PRC) in 2025 and represents Angola at the Peace and Security Council (PSC).[7][8] He chaired the PSC during July 2024 and leads Angola’s inter-ministerial working group preparing the country’s 2025–2026 AU presidency.[9][10][11]

Publications

Bembe has published seven books and more than forty academic articles on Angolan politics, diplomacy and strategic studies.[12][13][14]
