Meki Fritz Nawipa, S.H. (born 6 May 1978) is an Indonesian public official who has served as the Governor of Central Papua since February 2025. A former regent (bupati) of Paniai Regency, Nawipa is noted for prioritizing free education, improved health services, and accelerated infrastructure development in his province. As governor he has repeatedly emphasized that development must “reach the grassroots” and be driven through collaboration between provincial and regency governments.[1][2]

Nawipa has also urged the public to understand the special legal framework in Papua—such as the Special Autonomy Law (Undang-Undang Otonomi Khusus, Otsus)—to protect the rights of indigenous communities.[3]

Early life and education

Nawipa completed his primary education at YPPI Kebo 1 Elementary School in Paniai, followed by SMP Negeri Aradide and SMA Negeri 5 Jayapura. He later studied at the Bible College of Victoria (now Melbourne School of Theology) in Melbourne, Australia.

He trained in aviation at Deraya Flying School (Halim) beginning in 2000 and at the MAF Flight Training Centre in Papua New Guinea, where he obtained a Private Pilot Licence (PPL).

Aviation career

After completing flight training, Nawipa worked as a pilot in small-aircraft operations that served remote inland areas of Papua. During his aviation career he accumulated over 12,000 flight hours and flew a variety of light aircraft used for humanitarian missions and logistical transport.[4][5] He has been employed by operators including Susi Air, Tariku Aviation, Alfa Trans Air, and Mission Aviation Fellowship (MAF) in Sentani. Reports note that he served as a pilot for Megawati Soekarnoputri during the 2009 campaign period.[5]

Regent of Paniai (2018–2023)

Nawipa entered politics in 2018. In the 2018 Paniai Regency local election he ran with running mate Oktopianus Gobay and was declared the winner by the Papua provincial election commission on 19 September 2018, receiving 71,072 votes (about 70.48% of valid votes).[6]

Key programmes and policies

As regent, Nawipa launched several initiatives intended to strengthen human capital and expand public services in the geographically isolated Paniai region. He implemented an affirmative employment policy that allocated 100% of the 2018 civil service appointment quota (CPNS) for indigenous Papuans in Paniai.

In education he introduced a “Sekolah Unggulan” (excellent school) system featuring extended school hours, boarding facilities for students from remote districts, and scholarship programs for indigenous students to attend prominent schools outside Papua.[7]

He also promoted local economic development—for example through a "Gerakan Tanam Kopi" (coffee planting movement) to support smallholder farmers—and focused public spending on basic infrastructure such as roads, bridges, clean water supply and health services rather than on large ceremonial expenditures.[8][9]

Governor of Central Papua (2025–present)

After the establishment of Central Papua province under Law No. 15 of 2022, Nawipa ran in the 2024 gubernatorial election with running mate Deinas Geley. The pair won and were inaugurated on 20 February 2025 by President Prabowo Subianto at the State Palace.[10][11]

As the first definitive governor of Central Papua, Nawipa set out six priority programmes intended to form the foundation of development in the new province:[12]

  1. * strengthening the quality of education and human resource skills;
  2. * bureaucratic reform and improvements to governance that are responsive and accountable;
  3. * strengthening health services and improving social welfare;
  4. * improving public financial management and budgetary efficiency;
  5. * strengthening democracy and fair law enforcement;
  6. * increasing participation of women, youth and communities in inclusive development.

Programmes and notable initiatives

In education Nawipa has asserted that every Papuan child should have access to decent schooling and scholarship opportunities. He supports the establishment of full-time boarding schools and extended-hours schooling to prepare students for wider competition.[13]

On infrastructure and public services he has emphasized that development should "start from the basics"—people and governance—before larger projects, and has highlighted the need for close coordination between provincial and regency governments to ensure effective delivery at the local level.[12][14]
