Martin Ebers (born 4 September 1970 in West Berlin) is a German jurist. Since 2019, he has been Professor of IT Law at the University of Tartu (Estonia).[1] He is also co-founder and president of the Robotics & AI Law Society (RAILS e.V.)[2] and Co-Director of the Institute for Energy and Competition Law in the Public Sector (Germany) at the Humboldt University of Berlin.[3]

Life

Martin Ebers studied law, philosophy and music history at the Free University of Berlin. In 2001 he obtained a PhD degree in law from the Humboldt University of Berlin. From 2001-2007, Ebers worked as Assistant Professor at the Center for European Private Law at the University of Münster. In the years 2007-2015 research and teaching stays followed at the University of Barcelona and Eötvös Loránd University, among others.

In 2016, Ebers obtained his postdoctoral degree in law (Habilitation) at the Humboldt University of Berlin for civil law, European private and commercial law, private insurance law and comparative law. This was followed by interim professorships at the Leibniz University of Hanover and the European University Viadrina Frankfurt (Oder) as well as regular visiting professorships at the University of Turin.

In 2017, Martin Ebers co-founded the Robotics & AI Law Society (RAILS e.V.), where he still serves as president.[4]

Since 2019, Martin Ebers is Professor of IT Law at the University of Tartu in Estonia.[5] In 2022, he received a grant from the Wallenberg Foundation (Wallenberg AI, Autonomous Systems and Soft-ware Program) for a five-year guest professorship at the University of Örebro to carry out research with his team on "Private Rule-making and European Governance of AI and Robotics".[6]

Ebers is related in a straight line to the Egyptologist and book author Georg Ebers.

Work

Martin Ebers' research and publications focus on IT law, in particular on Artificial Intelligence and robotics, as well as on German and European private and commercial law.

Ebers is co-editor of numerous journals, in particular Verbraucher und Recht (VuR)[7], Recht Digital (RDi)[8] and Legal Tech Zeitschrift (LTZ)[9]. In addition, he is co-editor of the book series "Data Law and New Technologies"[10] published by Nomos Verlag and the book series "Data Science, Machine Intelligence, and Law"[11] published by Springer Nature.

Ebers has contributed to numerous research projects in the field of European private law, including several expert opinions and studies for the European Commission. From 2019-2022, he participated as a Principal Investigator at the University of Tartu on the project "Machine learning and AI powered public service delivery". Since 2019 he is Principal Investigator in the project "Legal Aspects of Geriatronics" within the Lighthouse Initiative "Geriatronics", Munich Institute of Robotics and Machine Intelligence (MIRMI) at the Technical University of Munich[12] and since 2023 Principle Investigator in the project "Private Rule-Making and European Governance of AI & Robotics" at Örebro University (Sweden), within the WASP-HS Program "The Wallenberg AI, Autonomous Systems and Software Pro-gram - Humanities and Society"[13].
