Mark C. Rains is director of the University of South Florida's school of geosciences, In March 2021, he was appointed Florida's chief science officer by Florida governor Ron DeSantis, who created the position. Rains succeeds Thomas Frazer (professor) in the office.[1][2]
His research is focused on water systems ("Hydrological controls on ecosystem structure and function in fresh, brackish, saline, and hypersaline aquatic ecosystems. Ecohydrology and Hydrogeology").[3][4][5] According to his Linkedin page he obtained a doctorate in philosophy at the University of California, Davis.
He was interviewed on a podcast about USF during the Covid and social unrest.[6]
Rains took over as Florida's Chief Science Officer following a short sting by fellow USF professor Thomas Frazer, who was involved in a task force and legislative efforts to address water pollution issues in Florida. Frazer became a Dean at USF upon his departure.[7]
