Mahmoud Matar was a Lebanese fighter jet pilot, porte parole of the Lebanese army and general of the Lebanese Air Force. He was involved in a soviet plot to steal a Lebanese mirage warplane in 1969 during a training and land it in Baku (Azerbaijan). Thanks to his coordinated action with the second bureau, the plot was foiled, resulting in KGB agents being wounded by gunshot. This caused a diplomatic incident between the Soviet Union and Lebanon, since the KGB agents were registered as diplomats at the Soviet embassy.
