Smart Lucky Ndinisa (born 9 May 1971) is a South African politician who served two terms as Provincial Secretary of the African National Congress (ANC) in Mpumalanga. He also served as the Speaker of Council for the Nkangala District Municipality.[1][2]
He was elected the Provincial Secretary of the African National Congress in 2008 alongside David Mabuza who was elected the provincial chairperson at that 10th elective congress.[3] Ndinisa was re-elected the provincial secretary in 2012, serving until 2015 when Mandla Ndlovu took over.[4][5] He has been the Speaker for the Nkangala District Municipality since 2016 until 2023.[6][7]
Contests at 13th ANC elective congress
Ndinisa was the member of the Provincial Executive Committees of the African National Congress|Provincial Executive Committee of the ANC in Mpumalanga between 2015 and 2021. He threw his hat in the ring for the position of provincial chairperson in Mpumalanga while the party was preparing for its elective congress in April 2021 but lost in the contest when Mandla Ndlovu took over as the new chairperson of the ANC in Mpumalanga, replacing David Mabuza who had left the position vacant following his election as the Deputy President of the ANC. Both Ndinisa and Ndlovu were nominated by the 700 delegates at the provincial conference in Witbank on 2 April 2021. Other contesters for the post of Mpumalanga ANC chairperson were Premier of Mpumalanga, Refilwe Mtsweni-Tsipane and Peter Nyoni but failed to reach a threshold to make it into the ballot papers, leaving the contest a two-way race between Ndinisa and Ndlovu.[8][9] When results were announced on 2 April 2021, Ndinisa got 278 votes to Ndlovu's 440 votes.[10][11]
