Pong Wai-yan, Louis (Chinese: 龐維仁; born 1970) is a Hong Kong business executive. He has been Chief Executive of the Employers' Federation of Hong Kong (EFHK) since 2006, and his involvement in employment policy and the business sector has been reported by newspapers including the South China Morning Post, China Daily, and Webb-site Reports.[1][2][3]

Background and education

Pong was born in Hong Kong in 1970. He studied in Canada and later in Australia, completing a Bachelor of Commerce in Accounting at the University of British Columbia and a master’s degree in international relations at Flinders University.[4][5]

Professional career

Pong entered the business sector in the early 1990s and became a registered investment adviser with the Securities and Futures Commission.[6]

He founded L.P. Lammas International Limited in 1990. The company offered advisory services to small and medium-sized enterprises and later listed on the Growth Enterprise Market of the Hong Kong Stock Exchange. Contemporary reporting in the South China Morning Post described the group as part of a movement towards SME consolidation, noting Pong’s role as chairman.[7] Webb-site Reports also published analysis of the company, discussing its activities and Pong’s responsibilities as founder and major shareholder.[8]

Pong has also been noted in the Hong Kong press for his involvement in hospitality and cultural projects. A feature in the Hong Kong Economic Times reviewed his views on food, wine, and workplace culture and discussed his interest in the wider hospitality sector.

Public service and policy involvement

Pong has served as Chief Executive of the Employers’ Federation of Hong Kong (EFHK) since 2006. The Federation represents employers in discussions on labour policy and workplace regulation. His views have been quoted in local and regional newspapers on matters including paternity leave, job protection measures, and reform of the Mandatory Provident Fund offset mechanism.[9][10][11]

Earlier commentary in the South China Morning Post examined his role in employer consultation relating to civil service pay arrangements.[12]

Pong has also held a number of public and advisory roles. These include membership of government committees and participation in organisations linked to commerce and industry:

  • Member, Manpower Development Committee, HKSAR Government (2015–2019)[13]
  • Member, Town Planning Appeal Board Panel, HKSAR Government (2006–2012)[14]
  • Standing Committee Member, All-China Federation of Industry and Commerce[15]
  • Member, Chinese People’s Political Consultative Conference (Heilongjiang Committee)[16]
  • Director, China Overseas Friendship Association[17]
  • Listed in Hong Kong’s public positions database.[18]

Honours

Pong was awarded the Medal of Honour (MH) in 2022 for contributions to cooperation between the business sector and the Hong Kong Government on labour matters.[19]

Personal life

Pong is married with two daughters. He is a licensed divemaster and has spoken in interviews about his interest in food, wine, and hospitality culture.
