Leonard Karshima Shilgba is a Japanese-trained mathematician,^[1] Monbusho scholar, ^[2] JASSO postdoctoral fellow,^[3] ^[4] and he holds a PhD degree (2005) in mathematics, specializing in Dynamical Systems (Differential Equations), from the Graduate School of Environment and Information Sciences, Yokohama National University (YNU), Yokohama, Japan, after winning a scholarship award by the Japanese government, where he worked with Professor Norimichi Hirano ^[5] ^[6] ^[7] both as a researcher and graduate student. His doctoral dissertation is titled Existence of Periodic and Homoclinic Solutions for Hamiltonian Systems. In 2009, while working at American University of Nigeria, ^[8] he won the prestigious JASSO post-doctoral fellowship ^[9] and successfully investigated De Figuerido’s ^[10] ^[11] work in Hamiltonian Elliptic Systems at Yokohama National University. Shilgba is also a graduate of the prestigious Ahmadu Bello University, Zaria, Nigeria, where he was the best mathematics graduate in 1992 and was awarded the University Graduate Fellowship for a master’s degree in mathematics: His thesis was in the mathematical field of Functional Analysis and is entitled Adjoint Operators on a Hilbert Space. Leonard Karshima Shilgba is the Pioneer Acting Vice Chancellor/President ^[12] and Vice President for Academic Affairs of Admiralty University of Nigeria, Ibusa, Delta State, Nigeria,^[13] and is currently Professor of Mathematics ^[14] and Director of Academic Planning and Quality Assurance of the University, ^[15] in which position he successfully led the University in its maiden external accreditation of its degree programs by the National Universities Commission (NUC) ^[16]. In the office of Acting Vice Chancellor/President (January-June 2019), he successfully pioneered the take-off of academic and administrative activities at Admiralty University of Nigeria, Ibusa, Delta, and instituted quality assurance traditions at the University. Shilgba is a foundation member of Nigeria's All Progressives Congress (APC),^[17] ^[18] ^[19] and former Nigerian President Muhammadu Buhari appointed him as the Chairman of the 9th Governing Board of National Business and Technical Examinations Board (NABTEB). ^[20] ^[21] ^[22] ^[23] ^[24] ^[25] ^[26] Prof. Shilgba has written extensively, in books and articles, about education reforms,^[27] ^[28] education industry management,^[29] and quality assurance in Nigeria, and on numerous other subjects both in his primary mathematics field and others. ^[30] ^[31] ^[32] ^[33] ^[34] ^[35] ^[36] ^[37] ^[38] ^[39] ^[40] ^[41] ^[42] ^[43] ^[44] ^[45] In his historic career, Shilgba has held so many administrative positions at university faculty, senate, directorate levels, and served on university governing councils and numerous committees. ^[46] Prof. Shilgba has been married to Engr. Oluwakemi Temitope since 2000, and has three children: Winifred Wandoo Oluwafunmilayo, Mabel Mimi Ayomide, and Leonard Sesugh Oluwasegun.
