Laura Saro (born 6 January 1990) is an Albanian lawyer and legal advisor, specializing in international law and public administration. In her career, she has held positions in central institutions of the Albanian administration, including the Ministry of Foreign Affairs, the Prime Minister's Office and the General Prosecutor's Office, and currently works as an administrator and legal advisor at Premier Consultancy Group.
Early life and education
Saro attended lower secondary school (GCSE's) at Dertliu High School in Albania, from September 2004 to June 2006. He then continued his upper secondary education (A-Levels) at Mill Hill School in London, United Kingdom, from September 2006 to June 2008, where he studied French, mathematics, business studies and history.
She attended undergraduate studies at the University of Kent, Canterbury Campus, United Kingdom, from September 2008 to June 2011, completing an LLB degree in Law and Criminology, with honours, with majors in Contracts, Criminal Law, Law of Obligations, Property Law, European Law and Public Law.
He then pursued postgraduate studies at the University of Kent, Brussels campus, from September 2011 to September 2012, obtaining an LLM in International Law with International Relations, with merit and distinction. The main subjects included international criminal law, legal aspects of international law problems, European constitutional law, migration, human rights and the state, international human rights law, and conflict and security.
Career
SARO Double Glazing, Fier (May – September 2009)
As an administrator and HR assistant at SARO Double Glazing, one of the largest glass and aluminum companies in Albania, she handled the daily office management, preparing visa documentation, embassy meetings and invitation letters for directors of European partner companies. She organized the company's participation in European glass fairs, contributed to two major international glass contracts and the decision-making process for new production lines, as well as conducting interviews and reviewing the documentation of candidates for employment.
Ariana Dodi Notary Office, Fier (May – August 2010)
As a legal intern, she used English legal databases such as Westlaw, as well as a good knowledge of Albanian databases, to conduct legal research that assisted the notary with crucial aspects of cases in trial. She translated legal documents under time pressure into three languages: English, French and Italian.
Ministry of Foreign Affairs, Tirana (February 2013 – November 2013)
As a legal expert, she coordinated the legal affairs of diplomatic representatives in Albania and Albanian embassies abroad, as well as following legal procedures for public procurement. She prepared documents for legal matters mainly related to embassies and ministries, in the field of international, civil and contract law. She translated materials into English and French and, when necessary, interpreted in meetings with foreign representatives. She represented the Ministry of Foreign Affairs in courts as defendant or plaintiff, mainly in matters related to land issues of foreign embassies in Albania.
Prime Minister's Office, Tirana (November 2013 – August 2015)
As a lawyer and coordinator of the Management Office of the Secretary General at the Council of Ministers, she ensured that the commissions, committees and agencies administered by the Prime Minister's Office fulfilled their duties within legal deadlines. She prioritized incoming requests, allocated resources, reviewed final products and assessed the quality of outgoing documents, while negotiating and maintaining a master calendar of deadlines for the people and projects under the Secretary General's authority, creating a panel that notified her of important deadlines and moments.
Interpreted at meetings of the Secretary General or those organized by the Prime Minister, from English to Albanian and vice versa, and translated materials for the Secretary General. Coordinated policy impact assessments (e.g. cost-benefit analysis) to avoid overlaps and fragmentation, and to understand the cost of draft policies. Reviewed and prioritized incoming requests by referring them to appropriate officials, built and managed relationships with stakeholders, maintained a calendar of performance meetings for the Secretary General’s direct reports both in the Prime Minister’s Office and in subordinate agencies, performed legal duties assigned by the Secretary General (such as reviewing procurement actions for the Prime Minister’s Office), and served as a liaison with external parties, including the Secretaries General’s planners in line ministries and the Chief Secretaries of the Cabinets of the Prime Minister and Deputy Prime Minister.

As Chief of Staff, she assisted the Prosecutor General in analyzing cases within his competence and collaborated with the relevant departments to fulfill legal procedures and deadlines, in accordance with the Code of Administrative Procedures. She was involved in the analysis of criminal legislation, instructions and cooperation agreements between the Prosecutor's Office and other institutions, carried out preparatory work and coordinated the work with the relevant departments and sectors for studies, research and reports considered necessary by the Prosecutor General. She participated in the planning and organization of the institution's activities within the framework of relations with national and international organizations and institutions, and, in cooperation with the departments of the Prosecutor General's Office, took care of securing foreign assistance for the needs of the prosecution through applications, coordinating and supervising the implementation of foreign programs for the prosecution. She also served as a liaison with external parties.
Premier Consultancy Group (September 2016 – ongoing)
Currently working as an administrator and legal advisor at Premier Consultancy Group, a company that provides legal consultancy and assistance services to individuals and legal entities, domestic or foreign, including advice, preparation of legal documents and representation in courts and state institutions or private entities. In this role, she deals with the daily management of the office, including financial and staff administration, handles client relations by ensuring compliance with contracts by both parties, provides legal assistance and advice in relation to Public Administration, and provides legal consultancy to foreign and Albanian entities according to their specific needs.

As a caregiver, she initiated programs such as group chats to help seniors build good relationships and share experiences with each other, creating a more joyful atmosphere. She supported and motivated the seniors by introducing a schedule to spend at least 20 minutes a day with each of them, talking about their lives and needs.
