Konstantin Krasovsky

He was one of the initiators of the tobacco taxation reforms in Ukraine, which increased governmental tobacco excise revenue 17-fold in 2007-2018, while cigarette sales decreased by 55%.

Short biography

Graduated from the Kiev National University in 1980 and obtained Ph.D. degree in 1984.

1983 – 1994 – Researcher, the National Academy of Sciences of Ukraine.

In 1994 – Consultant of the Alcohol, Drugs and Tobacco Unit, WHO Regional Office for Europe.

In 1995 – 2020 – director, Alcohol and Drug Information Center in Ukraine.

In 2007 – 2009 – National Tobacco Control Officer, WHO Country Office in Ukraine.

In 2009 – 2017 – Head of the tobacco control unit in the Ukrainian Institute for Strategic Research of the Ministry of Health of Ukraine.

In 2014 – 2019 he was a World Bank consultant on tobacco taxation.

In 2001 coordinated the World Bank project on tobacco control economics in Ukraine.

In 2003 – 2004 he was a policy fellow of the Open Society Institute (Budapest) on Tobacco Economics and Advocacy.

He is an author of 50 publications on tobacco control issues.

Tobacco control

For many years, Konstantin was the focal point for Tobacco Control in Ukraine and one of the best tobacco control experts in Eastern Europe.

Alcohol control and sobriety movement

Konstantin was an active member and for several years a Board member of the International Organization of Goof Templars (IOGT).

He was one of the founders and a co-chair of the International Independent Sobriety Association and an active author of its magazine Phoenix.

Public health

Since 2011, Konstantin had been one of the editors of a peer-review journal Tobacco Control and Public Health in Eastern Europe.[24]
