Kelan is a small village of 14358 hectares in Chhatargarh Tehsil in Bikaner district in the State of Rajasthan, India.[2] The village is administrated by a sarpanch who is elected representative of the village by the local elections. Kelan depends on BIKANER, the nearest town for all major economic activities.[3] The village has government-provided water facilities that include Two taps, Two Wells supply, One tank, Two tubewells, and Two handpumps. The villagers also acquire water from some of the natural water sources - Two rivers, Two canals and Two springs. Kelan is also surrounded by Two lakes. The population of the village depends on the source of drinking water during summer on Tanker. Kelan's pin code is 334001[4], and village code is 00569000. The area of Kelan is segregated as 11832.11 hectares unirrigated, the 1157 hectare area under culturable waste (including gauchar and groves), and remaining 1369 hectare area not available for cultivation.

Kelan is a census village in the district of Bikaner, Rajasthan. The village has a total population of 5074 and has total administration over 917 houses which are connected to supplies basic amenities like water and sewerage.

They depend on the agricultural markets (Mandi) of the nearby towns of Bikaner to sell agricultural produce and make their living.
