Kate Stewart is an American Politician serving as a member of the Montgomery County Council for the 4th council district[1]. A member of the Democratic Party[2]. Stewart served as a member of the Takoma Park City Council in 2014 and served as mayor of the City of Takoma Park in 2015.[3] Stewart will chair the Government Operations and Fiscal Policy Committee. She will also serving as chair of the Washington Metropolitan Council of Governments, a regional body consisting of more than 300 elected officials representing 24 jurisdictions in the Washington metropolitan area.[4][5] Stewart is one of the six women elected to serve the now 11-member legislative body for the next four years, making the 20th County Council a historic election for Montgomery County and the County Council.[6] [7]

Early life and career

Prior to being elected to the Montgomery County Council,[8] Stewart served as a principal at Conway Strategic, where she developed communications strategies to shape public opinion on reproductive rights. Previously, Stewart was the Executive Vice President of Advocates for Youth. This organization empowers young people to make informed and responsible decisions about their reproductive and sexual health while advocating for their rights. Earlier, Stewart was a partner at a research and communications firm where she provided strategic advice to a range of progressive organizations. She received her BA from Haverford College, and her MS from the University of Maryland[9] and taught as an Adjunct Professor at American University.[10]

Takoma Park City Hall

During her tenure in Takoma Park City Hall, she led efforts to manage issues ranging from the COVID-19 crisis to local climate change mitigation to major and systemic underlying economic inequalities and racial injustices. She led efforts in the City to:

  • Adopt a racial equity framework for City decision-making[25]
  • Respond to the challenges of the COVID-19 crisis to support residents and small businesses[26]
  • Establish a strategic housing plan followed by on-the-ground programs to address housing affordability and increase home ownership[27]
  • Commit the City to sustainability goals and support key initiatives designed to achieve those goals[28]
  • Push forward police and public safety reforms

Montgomery County Council

Stewart is the incoming 2023 Chair of the Board of the Metropolitan Washington Council of Governments (MWCOG), a regional organization with a membership of 300 elected officials from 24 local governments in the DMV area, the Maryland and Virginia state legislatures, and U.S. Congress. Prior to that, she served in separate positions as Vice-Chair of MWCOG and as Secretary-Treasurer; she chaired the MWCOG Taskforce to Develop Racial Equity Training for Regional Leaders and served on the MWCOG Taskforce on D.C. Statehood. Stewart also previously served as co-chair for the National League of Cities Racial Equity And Leadership Council (REAL), and on the board of the Mayors Innovation Project, a national organization of mayors.[29]
