Katalin Fehér (born 1974) is a researcher and expert in artificial intelligence (AI) strategy, generative AI, and technology foresight.[1] She is a Principal Investigator of a transatlantic Horizon Europe NGI project[2] at Concordia University in Canada[1] and an Associate Professor with habilitation at Ludovika University of Public Service in Budapest.[3] Her work focuses on the social, policy, and ethical implications of emerging technologies, particularly AI and digital media.[4]
Early life and education
Fehér earned degrees in philosophy, communication and media studies, and literature and linguistics from the University of Pécs, where she also completed her PhD. She later received her habilitation at Eötvös Loránd University. In 2024, she completed the “Policy for Science, Technology and Innovation” executive program at the Massachusetts Institute of Technology (MIT).[5]
Academic and advisory roles
Fehér serves as Chief Scientific Advisor for AI Horizon 25[6], a strategic initiative preparing for the European Union’s next framework program (FP10 till 2034)[1]. She is a recognized expert for the European Commission’s EIC, MSCA, and REA programs,[7] and contributes to the United Nations Global Digital Cooperation network.[8] She is also affiliated with the NYU Future of Rights and Governance initiative and the University of Southern California’s MASTS program.[9] Fehér is a Chair of the ECREA Mediatization Section[10] and the founder of the AI Media Research initiative[11]
Publications and theory development
Fehér is the author of the academic monograph Generative AI, Media, and Society, published by Routledge in 2025.[12] In this work, she introduces the concept of generative AI as an “evolutionary leap” in the developments of AI, proposing that synthetic intelligence represents a new phase in the co-evolution of technology and society. Her interdisciplinary analysis connects emerging AI capabilities to historical transformations in authorship, creativity, and knowledge production.
Awards and recognition
Fehér is a recipient of multiple research fellowships, including the transatlantic Horizon NGI[2], Fulbright Scholarship[13], the Bolyai Scholarship of the Hungarian Academy of Sciences[14], and grants under Hungary’s National Excellence Program (UNKP). She has received professional honors such as the Neumann Silver Medal[15] and the AHAA-AMAT Best Scientific Presentation Award[16]
